鑒於水資源供應不確定性升高與國內民生用水需求提高之趨勢，落實節約用水有其實質急切性與可預期之顯著績效。故擬藉由「機關學校檢漏節水推動服務團」之成立，對國內的機關及學校用水戶提供運用水資源效率提昇輔導與檢漏服務，期能合理且有效率地利用有限的水資源。 為使機關學校提高漏水之警覺，除加強教育宣導，呼籲定期檢查供水管線、儲水(蓄水)設備及各項衛生設備是否漏水，將由「機關學校檢漏節水推動服務團」協助訓練節水專責人員，完訓後核發合格證書，以建立用水管理、節水檢漏之專業人才，落實機關學校自主檢漏防漏工作，擴大節水檢漏成效。

This year, Water Resources Agency established "Institutional and School leakage and Water Reduction Service Crops”, and provided guidance on diagnostic consultation to institutions and schools. The aim of this project is to help them to establish a self-check and detection system to prevent and mitigate the damage of leaking and carry out water-saving initiatives completely. Throughout this project, the estimated total water-saving performance was 818,000 cubic meters per year. In addition, through tracking the effectiveness of the project last year, the results saved up to 367,000 cubic meters of water. The overall achievements of this year are summarized as follows: 1.Set up “Professional Counseling Service’s Team” which provides professional counsel and management of leakage detection and water conservation. Sited the service center and provided the service mechanism including phone, fax, E-mail and so on. Complete 120 cases of consulting services. According to the analysis results, the issue most people paying attention to is “water management and monitoring”, the second one is “leak detection methods” and other issues regarding water conservation. Complete 30 cases of water-saving technical counseling. Through on-site diagnoses and efficiency assessment, the estimated total water-saving performance was 165,000 cubic meters per year, and overall water-saving potential was 24.3%. The result showed that the counseling improved the trainees’ leak-detecting and water-saving skill and increased the performance as well. There were 21 consulting cases in 2013. According to the questionnaire survey on tracking their actual water using amount this year, the improved and implemented water conservation capacity was 367,000 cubic meters and overall water-saving rate is 15.5%.The result showed that the counseling improved the trainees’ leak-detecting and water-saving skill and increased the performance as well. 2.Complete 3 training courses for water conservation specialist staff The seed trainees could detect leak, diagnose the water meter with problem, and prevent the leak situation by participating the training course and practical drill. Finished the self-check assignments of water equipment. The result has showed that the leak detection amounted to 76,000 cases, the leak repair and total water-saving performance was 388,000 cubic meters. With the future and continue to promote further expansion of the country's institutions and schools, the results can be expected. 3.Complete 6 cases of water-saving technical counseling. The estimated water-saving performance was 75,000 cubic meters per year and overall water-saving potential is 19.9%. Completed 6 cases of sanitary equipments for the water leak detection and repair , and completed leakage improvement with changing 242 facilities. After repairing, from August to November this year, compared to last year, with a total water saving of approximately 190,000 cubic meters per year and water-saving rate is 38.5% overall. A total of 6 cases by counseling can save 2 million of annual expenditure on water and the reduction of CO2 emissions up to 16,000 kg / year. 4.A leak-saving achievements ads was completed and published in the national newspaper Economic Daily News on December 6 which could have 184,000 times of reading . In addition, the achievement report has been completed and will be issuedon conservation-related ceremonieswhich could present the achievement made by Water Resources Agency.
