濁水溪上游地區由於地質條件不佳,加上921大地震及近年來氣候異常等因素,造成上游河道土砂淤積嚴重,又礙於上游河道地處偏遠且運輸條件不良,河道疏濬不易,造成濁水溪上游河道旁甚多低階原住民耕作之土地,常於颱洪期間遭受土砂淹沒或沖毀流失,且因其位處尋常洪水到達範圍而被劃入河川區域內,地方民眾常陳情要求本局加強治理與疏濬,惟低階河階地本屬河相長期演變(造床沖淤)過程所形成,本即屬天然河道所涵蓋之範圍,故就長期治理而言應以回復河道應有之天然通洪蓄砂空間為主不與河爭地,惟考量為兼顧該地區低階河階地農民生計及維護河防安全,故期望藉由現地拌合材料發展低強度之低水治理工法,達成雙贏應為該地區目前較適宜之解決對策;另濁水溪水系下游地區,因流路擺盪不定高灘地常遭沖毀流失影響河防安全,亦期能以較經濟之保護工法,達到局部調整流路及保護灘地之目的,故期透過本計畫之試驗研究能制訂出現地拌合材料之相關施工規範(或規定)以供本局未來應用於低水治理(臨時性保護工程)之參考應用,遂辦理本計畫。

Abstract
Upstream areas of Choushui River due to its steep slope, turbulent rivers and poor geological conditions, plus climatic anomalies and rainfall strength increment in recent years, resulted in the area of landslide increase heavily, the watercourse stoppage and riverbed rising, causing the riverbanks are buried because of the soil sliding into riverbed, plus dredging difficulty. To protect the safety of embankment, farmer’s livelihoods and energy saving. In-situ debris mixing materials are applied to develop low-water regulation work which showed suitable to solve problem in this area.
The project had complete six test reaches which were applying in-situ debris mixing method. Each reach were selected two places, each place had three different cement ratio, and had six specimens for each cement ratio. The project had making two hundred and sixteen specimens in all. The average compressive strength of ratio 1:6 except the dike of mountain toe is 63 kgf/cm2, another specimens are higher than 70 kgf/cm2; The average compressive strength of ratio 1:9 apart from Fangliao dike are 64 kgf/cm2、58 kgf/cm2 and the dike of mountain toe are 34 kgf/cm2、40 kgf/cm2, the rest are all higher than 70 kgf/cm2; The average compressive strength of ratio 1:12 all not achieve 70 kgf/cm2.
According to the results of in-situ debris mixing materials, reference to 70 kgf/cm2 ,when conduct in-situ debris mixing materials on Drew Bay Bridge, Pine bridge and the New Wu Jie bridge, the ratio suggestion adopt 1:9; the ratio of Fangliao dike and the dike of mountain toe are suggestion to use 1:6. To design and spread the in-situ debris mixing materials in the future, for different conditions to arrange in pairs another method, so as to upgrade effect of protection.
The project handle to plan in-situ debris mixing materials (Standard Operating Procedure), test methods and construction special provisions, combine Wanfong village reach in-situ debris mixing materials engineering to complete the provision, in addition supply reference of engineering to Fourth River Management office.
