受氣候變遷影響，異常降雨或極度乾旱型態加劇，使原本已受地形氣候條件限制，坡陡流短、降雨不均的水資源環境更為嚴峻，增加水資源運用困難度及水文不確定性，多年來防洪治水成果不斷受到氣候變遷衝擊。除了自身氣候變遷調適經驗累積，藉由資訊蒐集研析，了解各國水資源政策，汲取他國長處與融合國外成功經驗，改善臺灣水資源政策工作。 為期能確實獲取最新資訊，本計畫蒐羅整理國內外水資源新聞，並持續追蹤相關議題，發展研析最新水資源議題新知與他國水資源政策，透過系統平台擴散分享資訊，厚植水利署同仁專業知識，藉以協助並增進水資源政策管理能力。

Since the environment is more severe than before, the members of Water Resources Agency should be storing, learning and sharing the knowledge or experience of each member’s. Through the innovation knowledge and the new knowledge assets, it may be helpful to think of the new strategy. This project continues the tracking of international policy related to water resources and management literature reviews are conducted into the following topics: “Water and ECO-Communities for Sustainable Development” and “Urban Green-Blue Grids for Sustainable and Resilient Cities”. “Water and ECO-Communities for Sustainable Development” recommend that we should continue to promote intelligent green building projects, formulate the preferential policy to enhance people public participation, Public-private partnerships to implement effective management of water resources in the enterprise, promote water conservation strategies and implement the sponge city concept. “Urban Green-Blue Grids for Sustainable and Resilient Cities” recommend that we should be to develop the green growth, build the best law, encourage the public participation, promote integrated regional water management and help develop and expand farmers’ markets. In addition, this project also continue the tracking of international news related to water resources policy and management literature reviews are conducted into the following topics: “The Experience of Thames Barrier Plan in UK” and “The Development Strategy of Ecological Compensation at Home and Abroad”. “The Experience of Thames Barrier Plan in UK” recommend that we should be to formulate the laws of flood risk management in Taiwan, enhance environmental education and strengthen public awareness the important of flood risk management. “The Development Strategy of Ecological Compensation at Home and Abroad” recommend that we should push the concept of ecological compensation, implement a payment for ecosystem services (PES) scheme and promote international communication. From January to November 30th of 2014, under the platform of the Water Resources Electronic Newsletter, 3,058 water related news have been compiled and shared with subscribers. Global maps showing a total of 220 international climate disaster news headlines have been completed. The most-up-to-date development of issues that are interests to the Water Resources Agency are monitored. Ten case studies in the following new topic areas are added to the database, including 1.Aesthetics of Environment and Architecture; 2.Aesthetics of Bridge; 3.Knowledge Management. All case studies are written materials to be used in the training of Water Resources Agency staff, the remaining two case studies involve the filming of educational videos titled “Promote Knowledge Management System of Water Resources Strategy” and “Use of Information Technology to do Knowledge Management and Innovation Newsletter”. Training sessions in the operations of the data base were offered to 45 participants on October 1st and 3rd. For the publications of Water Resources Agency’s 2013 Annual Report, gathering of materials, writing and editing were completed from April to July. An editorial meeting was conducted on September 16th to solicit opinions and feedbacks from Water Resources Agency staff. After addressing all comments and feedbacks, the finalized edition of the Annual Report was published in November. After the study of improve the existing system. The short-term planning is development Water Resources Agency Annual Report System for help the publication. The long-term planning is development three jobs: 1. Develop Global Water Resources Daily e-news Database that has Chinese translation; 2. Establish Metadata; 3. Establish Tag System. Finally, we want to achieve the goal that creating innovation knowledge and the new knowledge assets.
