檢視現有流域系統內各類觀測站所能提供訊息,仍難充分掌握流域系統內之各項水情狀況,以作為緊急應變、平時防減災及提供水文、水理模式校驗等各種應用之依據。鑒此,應建置國家級防災監測及模式測試基地。針對選定流域,進行長期且全面之水文及地文資料之蒐集、監測、分析與整合,並利用相關資料作為水文水理數值模式之模擬驗證使用,以落實流域管理以達到防、減災之目的。本計畫目的為於選定測試基地中建置相關水文監測儀器與進行地文與災害調查,並完成基地水文資料庫,以提供基地內防災監測。此外將規劃建立模式測試應用平台,以提供模式驗證測試及提昇未來應用之準確性,助於水利防災之相關問題。
英文摘要
The rainfall distribution in Taiwan is non-uniform in space and unsteady in time. The water level in the river usually rises rapidly due to the steep slope gradient in the upland area of the watershed. The steep mountains at the upstream end of the watershed collect rainfall and direct water to the river in a short period of time. In addition, urbanization and high rainfall intensity result in an increase in surface runoff and decrease the time of concentration. All of these lead to flooding-related disasters and influence people’s lives. Thus, the establishment of a more complete hydro-information will increase our understanding of the characteristics of watersheds, prevent disasters, and mitigate damages. However, most of the watersheds in Taiwan only have few monitoring stations and cannot provide long-term and reliable measurements.
To overcome these deficiencies, the Water Resources Agency (WRA), Ministry of Economic Affairs has identified several important watersheds to develop a long-term monitoring project, i.e. “Setup of national base for disaster prevention monitoring and model testing (3/3)”. The project can provide dense database for the verification and validation of the hydrologic and hydraulic models. In addition, the stations in the long-term monitoring project can provide information, such as river stage and flow rate, and help the WRA engineers to completely understand the characteristics of watersheds and prevent possible disasters.
In this project, Yilan and Dianbao River Basin were selected among many of Taiwan’s watersheds, in the Yilan County and Kaohsiung City. These basins were recommended in WRA’s report “Plan of setting national base for disaster prevention monitoring and model testing” published in 2011. Along with additional monitoring data needs, an early flood warning system integrating monitoring information and numerical models can be developed for disaster prevention and damage mitigation. The long-term monitoring project will lead local agencies and authorities in establishing a complete plan for watershed management.
