烏溪流域位於臺灣中部，流域內相關之河川環境管理事項及單位甚多，且近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫「河川環境營造計畫(98年~103年)」之執行策略，將加強河川環境管理列為重要措施。另依據民國99年12月24日修訂之河川管理辦法第二十七條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，因此河川環境管理計畫將成為河川管理主要長程計畫之一。

Located in Central Taiwan, the Wu River Drainage Basin has an area of 2,025.6 km2 and a total stream length measuring 119.13 km. The number of affairs pertaining to the management of the river environment within the Wu River Drainage Basin and the number of departments responsible for managing these affairs are high. In recent years, the concept of river management has evolved to one that focuses on improving the quality of river environments, facilitating efficient use of resources, and enabling sustainable environmental and ecological development. This concept has been incorporated into strategies adopted to engage in River Environment Management Planning (2009–2014), a medium- to long-term project developed by the Water Resources Agency. This project will predominantly focus on improving the management of the river environment. Article 27 of the River Management Guidelines, amended on December 24, 2010, stated that “a management authority may formulate river environment management plans by referring to its river governance plans and considering all relevant matters, such as local soil and water resources, the ecological environment, natural landscape, and land development in coastal regions. The river environment management plans shall be sent to the competent authority for approval after completion.” The article showed that river environment management planning will be one of the primary long-term plans in river management. The Third River Management Office promulgated and implemented the River Environment Management Planning for Wu River, in an effort to maintain the water functions of the Wu River Drainage Basin, ensure the sustainable development of water resources, maintain the ecological environment, and promote the effective use of land in the river regions. The following tasks of this project have been completed: 1. Collection and analysis of basic data 2. Determination of the area of the river region and associated regions 3. Analysis and planning of the river environment management topics 4. Establishment of a vision for environmental construction and formulation of river management strategies 5. Planning of river environment construction 6. Assessment of the river environment improvement program 7. Discussion on the division of labor among related agencies
