淡水河流域位於臺灣北部，包含大漢溪、新店溪及基隆河等三大支流，流域面積2,726平方公里，涵蓋臺北市、新北市、桃園縣及新竹縣。水利相關之河川環境管理事項及相關單位甚多，且近年河川管理觀念已轉變為要求提升河川之環境品質、資源利用及環境生態之永續發展，而此觀念亦已融入水利署中長程計畫「河川環境營造計畫(98年~103年)」之執行策略，將加強河川環境管理列為重要措施。另依據民國99年12月24日修訂之河川管理辦法第二十七條：「管理機關得依河川治理計畫，並參酌所轄河川水土資源、生態環境、自然景觀、河川沿岸土地發展及其相關情事，訂定河川環境管理計畫報經其主管機關核定之」，因此河川環境管理計畫將成為河川管理主要長程計畫之一。?此，水利署責成本局著手辦理「淡水河水系河川環境管理計畫規劃」，期能在淡水河流域朝維護水流正常功能，確保水資源永續發展，維護生態環境及促進河川區域土地合理使用等目標邁進。

River is the core of the eco-circulatory system. It is related to environmental quality trends, also is related to the suitability of human living and development. Tamsui River runs through the northern part of Taiwan, which has developed into the metropolitan area of high civilization, industry and economy. There are 7 millions people live by the Tamsui River to capture water resources, industrial development, sewage, transportation and recreation. And there are full of abundant culture. The over-exploitation of the Tamsui River leads to natural circulation depletion and ecological environment degradation, also it leads to negative effect on flood safety. The purpose of the planning is to improve the law of human use river resources, and explore the reasons for the deterioration of the environment, and propose improvement strategy. The two-years term planning, aimed at the demand of the Tamsui River environmental management, extensive research and analysis, and in-depth discussions with experts and the public. After the assessment of all improvement program, choose to take the higher efficiency feasible and who recently into environmental management plan. The scope of the planning refers to water area and land batture which is bounded by embankment ,and is exclusive of forest areas or reservoirs watershed. However, the planning also concerns the surrounding areas of soil and water conservation, land use, urban development, etc., which are closely associated with the planning. River area land use zoning will be the core of this project to the sustainable implementation of resource use. High eco-sensitivity area should be as protected area or with a low human disturance. Low eco-sensitivity area can be used as more recreation and agriculture, etc. The planning also proposes implementation scheme of the riverside protection, water recreation safety, land use permit, flood safety, maintenance monitoring, public participation and other positive implementation of the program, as a 5-year river management work pointer. By the the plan ,we are looking forward to better river eco-environment and river landscape, more sound and sustainable eco-circulatory system, and and more flood control security.
