面臨氣候變遷及人民參政意識的高漲，能全時、快速、且正確地提供水利資料，已經是現代政府必備條件之一；又在目前民間創意相對充足，且人民知的需求日益增加的情況下，政府資料開放的幅度已從被動的網頁告知與查詢，漸走向與國際趨勢接軌的Open Data，而其之提供，除更加考驗本署提供資料之?穩定性?與?效率性?外，資料的?正確性?，與介接資料的?簡便性?，將被全民共同檢視，不可輕忽。 　　102年水利資料整合雲已建立水利資料整合雲端，利用雲端技術建立資料提供的基礎，期許做到?全時?及?快速?的要求。然為機關間資料交換及供民眾之Open Data使用，仍有許多工作亟待完成；為讓一般普羅大眾可簡易使用，且更進一步加強現有資料交換速度與強化多人使用之穩定性，以提供?正確?資料予機關及民眾。 　　本計畫除配合個資要求及配合環境雲相關工作項外，將再利用雲端運算技術進一步加強既有的水資料整合雲外，並加入多樣方便應用的機制、介面及功能，另亦將建立水資源交換標準內容之品質確保機制，以提供正確的資料給交換的政府機關及民眾，來因應現有水環境的嚴峻挑戰。

Cloud computing technology is implemented in Water Resources Agency. Cloud service-oriented is based to create simple new data exchange platform, and complies with international standards for data exchange mechanisms to provide a stable exchange service of water quality data. However, Climate change issues and sustainable utilization of water resources raise concern in recent years. Government, non-governmental organizations, non-profit agencies as well as the public increase demands on water information. At the same time, the WRA also conform to international Open Data trends; actively promote water resources data open. How to supply an easy way for correct information of water conservancy with huge data demands and ensures the stability and efficiency of the information providing, it is indeed a major issue for WRA. WRA plans to expand the existing cloud environments through the node and software upgrades to maintain high performance, high capacity and high availability cloud environment and ensure both the stability and efficiency of data exchange. Secondly, cloud computing technology strengthens current water cloud data integration, and incorporates diverse mechanisms to facilitate application and interface. With personal data requirement, the system strengthens simplicity and security of the information exchange; Establishing the mechanism for the quality of the standard content of water resources exchange meets the correct data exchange.
