經濟部水利署第九河川局（以下簡稱九河局）自73年起開始辦理花蓮市沿海地形變遷觀測計畫，為瞭解地形變遷原因，每年需持續觀測其變遷情況，並進行花蓮海岸防護調查等工作，以提供學術單位水工試驗以及興建海堤計畫之依據。此外，為因應沿岸國土保護需求及百姓生命財產安全，自91年起陸續增加監測範圍「七星潭海岸」、94年新增「水璉海岸」、95年新增「牛山海岸」、96年新增「東興至豐濱海岸」以及98年新增「環保公園海岸」，積極建置並整合歷年所得資料，提供海岸變遷研究、堤段復建與否之參考，並可作為日後海岸防護對策研擬之參考依據。

The 9th River Management Office of Water Resources Agency, Ministry of Economic Affair has been doing terrain changes observation program along the Hualien coast since 1984. In order to realize the changing reasons, continuous observation is taken every year; at the same time, the protection and surveying task are implemented for academic Hydraulic experiments and seawall constructions as well. Also, considering of coastal land protection and safety of lives and property, Qixingtan Coast in 2002, Ciwidian Coast in 2005, Niushan Coast in 2006, Dongxing to Fongbin Coast in 2007, and Environmental Park in 2009 are added to the monitoring range; with the approach of database built and integration, the result can be applied to coastal changing research, embankment rehabilitation, as well as coastal protection countermeasure.
