水權量之核發自需求面考量係依據水利法第17條規定應以其「事業所必需者」為限。本署於91年訂定發布「水權登記審查作業要點」,其間歷經95年及97年各2次修正,希冀辦理水權登記審查有可依循之程序規定與技術指導,同時亦訂有「地面水及地下水之水權及臨時用水登記申請手冊」,以供申請與審查之依循。前述登記手冊中附錄十一之「各用水標的事業所必需用水量參考資料」係為評估各用水標的事業所必需用水量之參考基準,95至97年已曾就其計算公式與標準進行檢討,惟為配合農業用水之變化及其用水特性之改變,擬通盤檢討農業用水之計算公式、計算標準等,以取得申請者與審查者之共識,並符合各事業發展趨勢。此外,將依據檢討成果建置一便捷的計算模組,並整合於現有相關之水權資訊系統,以提供審查時更便捷完整之資訊系統,提高行政作業效率。
英文摘要
Water Right permitted based on demanding shall be subject to restrictions based on needs. There is “Surface Water and Ground Water Right and Temporary Right Application Manual” which formulated by Water Resource Agency for reference of applying and examining. The appendix XI in the manual which is “Reference Material of The Needs of Water Usage” is the standard for estimating water usage. This project intends to review all types of water usage with changes and development of the water usage characteristics in each industry category, to build a calculation system and integrate with existing Water Rights Support System to improve administrative efficiency of water right application permission based on the results review. The following are the main works of the plan executive summary:
1. Introduction
Describe project purpose, project items and process, organize background information such as relevant laws and regulations, calculation formula of industry water needs.
2. Quantity of Water Usage Based on Needs Inspection
Analyze current water right permission situation, organize three main problems: not identical in views between water supplier and user, relationship between water right permission and Water Use Prospectus and the needs of water usage estimation result aren’t fit practical situation.
3. Supply for Domestic Use and Public Use Based on Reviewing Results of Water Resource Agency
Current formulas of domestic use and public use are personal average water need for calculation, we use T test, principal component analysis, cluster analysis and other statistical methods to analyze the differences between unit water usage and area water usage. Unit water usage are analyzed by descriptive statistics or multivariate regression analysis according to domestic measured data, actual operating data and actual registration data. We find out a rational range of unit water usage and compare with domestic and foreign data to suggest reference materials for the amendment.
4. Agricultural Water Use
Existing field water demand formula is calculated based on the irrigation rate of different soils classification, coupled with the channel water loss, to get the water estimation of daily intake water position. Irrigation rate are listed separately based on 11 kinds of soil, 3 kinds of major crops. Soil texture are classified according to the percentage of the particle size<0.005mm. Major crops are divided to 3 kinds as rice crop, sugar cane and miscellaneous of crops. We collect the major domestic test data and collocation method for impact factors in order to clarify the rationality of current formula, review practical feasibility adjustment formula and screening spreadsheet and compare the actual case. Finally, mention calculation formula and related reference tables of paddy and upland.
5. Aquaculture Water Use
Add the exchange of water calculation formula and annual water demand reference table from current formula according to 7 kinds of current unit area water demand, 16 kinds of aquaculture industry daily water demand correction reference value from Fisheries Department statistics analyzed and consider practical water farming water changes.
6. Livestock Water Use
Proposed amendments to the daily water demand by referencing current 7 major livestock daily water need, Husbandry Handbook of statistics, stockman waste water discharge permit application data, and other information related standards just like domestic and foreign data. Also analyze water demand of 12 other livestock’s feeding and drinking water industry morphology, housing wash water demand, water cooling unit to get the results.
7. Industrial Use (Including Manufacturing and Non-Manufacturing)
Current formula including two parts: industrial zones development and general plant. Industrial zone development standard is based on design water per hectare per day from 60 to 140 cubic meters of water, general plant standard is based on actual production process which according to the water rights registration status case analysis of manufacturing and non-manufacturing industries covered by other major industry. Manufacturing part may refer to “Water Use Prospectus Appendix III Water Need Reference Table". Non-manufacturing parts are presented reference values according to mining and quarrying, general factory, electricity, gas and other non-manufacturing,
8. Hydro-power Water Use
The calculation standard for estimating Hydropower plants water use that does not exist in the current application process of permit review in Taiwan. We purpose registration principles and add design flow formula and electric-water Proportion formula by clarifying the existing Hydro-power water registration and domestic and foreign practice.
9. Other Purposes Water Use
Current formulas define water demand of tourism without accommodation and work is 0.05 cubic meters per person, with accommodation is 0.3 cubic meters. We add 4 water use units (flushing, showers, laundry, watering) and fire water, swimming pools, reservoirs and other projects formulas to be the supplement of Water Use Prospectus Appendix III.
10. Calculation System
Established water usage calculation information systems and integrate with water rights permission system, mutual transfer calculation parameters and calculations results, and obtain the COA soil survey map data to build layers nested analysis.
11. Revise Results and Related Meetings
We purposed an amendment to “Surface Water and Ground Water Right and Temporary Right Application Manual” appendix XI “Reference Material of The Needs of Water Usage”, and we have hold 6 seminar, 1 briefing and 1 training as following:

Domestic and public: October 21, 2014
All water usage: November 12, 2014
Calculation system training: November 25, 2014
