有鑑於政府推動高屏堰穩定供水改善工程政策時，因過程中與民眾及利害關係人之溝通與說明仍有不足等因素，引起民眾等對象因不了解執行內容及決策緣由，而對該計畫執行提出反對之聲並有阻擾行動之實，以致政策無法順利推動，讓政府施政成效不如預期，亦對民生福利帶來負面影響，故為能有效確定本計畫所提之相關解決對策，確實能參考利害關係者及民間專業意見，最後成為能符合民意及民生需求之最適當決策，以達政策執行目的，本計畫期望確切導入公民參與元素，進而經由本計畫建立公民參與機制，最終除為本計畫尋求最適切之解決對策外，也能為未來政策推動時，確定公民參與機制能成為執行之過程。 故本計畫將透過不同的公民參與及意見回饋之方式，讓決策資訊公開化、過程透明化，使民眾對政府的政策及行動獲知正確充分之訊息，藉此也建立健全的參與及順暢之溝通管道，及培養理性良性之互動關係，讓政府政策形成過程，可得到民意之回饋，以提高民眾對政府政策支持。藉由建立公民參與制度，在政府展現尋求民意溝通的決心及努力逐漸取得民眾信任，提高民眾對政府決策制定之信心，以理性合作回應來協助政府推動政策，透過政府及民間合作共同解決生存環境所遭遇的相關問題，提升政策實施成效。

The "Kao-Ping Weir Stable Water Supply Improvement Project”, sponsored by Southern Region Water Resources Office (the “Agency”) of Ministry of Economic Administration (MOEA) and operated by the Citizen-Participation Group (CPG) of the Takao Green Association for Ecology and Humane Studies (TGAEH) in 2014, aims to implement six perceived tasks in Dasu district concluded from previous “The Issues of Kao-Ping Weir and the Promotion of Citizen Participation with multi-strategic Solutions Project” completed in 2013. The core of actions in this project includes conducting in-depth field research, undertaking interactive communication with community opinion leaders, promoting cross-sector/agency collaboration, establishing cooperation platform for future operations, proposing and executing various neighborhood-friendly programs, and operating aquatic community site tour and workshop. The main purpose of the project is to channel three key paths: “trust”, “consensus”, and “commitment” for integrating the citizen participation onto water resources policy-making/implementation process. Due to the solid foundation of trust already built between community leaders and leaders of local organizations and the SRWRO, the “consensus” becomes the focal objective in 2014. The project plans to brainstorm realizable projects under consensus with key stakeholders. It is expected to reach the agreement in terms of three iconic issues of “the efficiency of communication”, “the alleviation of historical complex”, and “the methods of obtaining water resources” that could serve as the key index of performance evaluation. Additionally, the collaboration and cooperation model built in the project could be maturely developed through continuing the planning and running local programs and workshop to create better participatory environment and agreeable action plans for potential community development. The goals of project are to receive in-depth perspectives and expectations from the stakeholders through operating the mechanism of communication. The objectives could be achieved through enhancing the communication between the agency and community, organizing public-private partnership workshop, and interact with the community via neighborhood events to facilitate deeper and effective communication with the community. Effective communication could benefit achieving the consensus regarding how to successfully implement water resources policy locally as well as how to enhance community development through policy implementation. The project targets to advance the trust building to further ease the long-term distrust complex in government through various communication opportunities. The team expects seeking increasing trust from the residents through providing more information of the issues the residents concern the most such as the timeline of the dyke’s designing and construction to show the agency's efforts and actions for fulfilling the commitment in response to community's request. Overall, this project targets to assist the agency further safeguard the trust from the community though running various interactive programs such as periodical policy briefing, workshops, the seminars, and neighboring education programs to facilitate more dialogues between agency, organizations, and community for reaching consensus regarding the solutions of solving the problems in terms of policy implementation. Nevertheless, enhancing the communication with the community would advancing the understanding of the content and the impacts of the water resources policy that would not only benefit the implementation of the ongoing policy but also help smooth the process for the future policy.
