本計畫擬藉由石門水庫集水區生物移地復育、在地民眾參與生態監測及成效評估工作，目標在於藉由專業團隊針對集水區溪流研析指標生物之生活史、生態習性調查及棲地環境參數，並進一步遴選受損或消失物種且具重要性的環境型指標生物，透過專業團隊進行該生物之移地復育，而生物移地復育之重要意義即在補償（mitigation）弱化水域的生物生態。同時訓練輔導在地化保育人士，共同參與遴選生物、遴選溪流，俟完成生物移地復育，進一步進行深度監測、評估掌握生物移地復育之成效及相關環境生態品質。 過程中由專業團隊遴選具重要性的環境型指標生物，或具生態系中樞地位的生態型指標生物，而該指標生物必須能代表當地整體生態環境之特性。加上在地民眾之參與移地放流與監測即代表對整體生態環境的復育補償。據此，我們可以針對受損弱化區域適切地規畫導入移地復育，進行生態復育補償工作。最後，充分掌握環境棲地變動與生物生態動態變化，進而維護整體之生態環境，以符合石門水庫及其集水區整治特別條例之要求。

In order to ensure the operational functions of the Shimen Reservoir, upstream watershed conservation and effective to upgrade its water supply capacity to protect the interests of the public water, the environmental indicator species in the ecological attenuation streams after improvement by Typhoon damage will be ex-situ restoration and compensation through local resident conservation workshops involved in Shihmen Reservoir watershed. Besides, a planning and testing of stream microhabitat rebuilding is also carried out in a suitable stream sector. The results of the second year project were as follows. There were four workshops, i.e.,「The ecological conservation and environmental education workshop」of local resident involved as well as field operation were carried out for Baiji community beside Nanzaigou Stream, XueWuNao community beside XueWuNao Stream, MaliKon community beside YuFong Stream and SiouLuan community beside BaShi Stream. Moreover, the processes were integrated into the curriculum of Baiji elementary school. A total of 1,300 Taiwan shoveljaw carp fry, Onychostoma barbatulum, 2,000 Marbled eel fry, Anguilla marmorata and 1,000 freshwater prawn, Macrobrachium asperulum were released to XueWuNao Stream as well as 8,000 Oriental river prawn, Macrobrachium nipponense were also released to Nanzaigou Stream. The Standard Operating Procedure (SOP) of microhabitat rebuilding in Shimen Reservoir watershed was proposed based on the experience of Nanzaigou Stream operation this year. The investigation fish species number was similar between community team and professional team for the four streams. The eco-environmental indices of RPI, IBI, FBI, RBPIII, GI and SI were setup for the periods from January to October, 2014. The monthly Stream Integrity Assessment Model (SIAM) indices of XueWuNao Stream and BaShi Stream were slightly difference between community teams and professional teams. A conference of experts was conducted in November, 2014. Moreover, the plans of ecological restoration for watershed were established. Till now, the stream investigating works by community teams were fine. While the results of the ecological restoration still need more time to see.
