富岡漁港至豐里間海岸因鄰近台東市區，就海岸防護、親水或景觀等需求面皆屬於重要區段。而本段海岸地形變遷受卑南溪輸沙及海洋營力主導，在台東海濱公園至豐里設置有多座短突堤，藉以攔阻沿岸輸沙，防止岸線侵退；然部份突堤因受颱風波浪作用，現已散落，衝擊海岸整體景觀。為能掌握卑南溪河口輸砂對海岸影響範圍，以做為後續海岸防護設施維護及重整修復依據，本計畫擬針對卑南溪河口輸沙及流量、海岸地形及輸沙進行調查，並利用模擬分析全段海岸輸沙機制，最後評估現有突堤群及防護設施之成效，提出本段海岸輸砂平衡管理綜合分析及改善對策評估。

The study area is started from Fugang Fish Port to the south of Lijia River of the Taitung Coast. The coastal topography changes in this project area is mainly affected by the estuarine sand transport of Beinan River and Lijia River, and natural forces (such as wind, wave, current,and tide). In this project, we integrated by topographic survey data and numerical models to figure out the effects of Beinan River sediment supply on the coastal topography changes. According to the results are found out that Beinan River is the main source of coastal sediment supply, and the main supply time are occurred during typhoon attacks. The general direction of the net longshore sediment transport by waves and currents in the monsoon season is from north to south. In the typhoon season, the main affected area of the short-term coastal topography changes is between Beinan River and Lijia River. And estuarine sediments deposited in the estuary for a distance of 2 to 3 km downstream, which is controlled by the path of the typhoon and rainfall patterns during the typhoon flood. After further review, the protection ability of coastal defence structures in each segment of research coastal area, are mostly within the standard value of the security. This result can be used as future research of next year, to work as a whole coastal sand transport management and planning of the coastal environment.
