高屏地區水資源豐沛,惟因山高流短,豐枯季節雨量分佈不均,區域內主要取用地面水源,為執行水資源開發並有效利用多元取水之概念,達到水源調配之穩定等整體規劃已刻不容緩。目前大高雄地區水源之供需,常因豐枯水季氣候因素而無法達到平衡,水源供應量之不足,易危及供水之穩定運轉。
取水廊道係依靠河岸地面水的引滲補給,利用河岸的過濾能使地面水得到天然淨化,故為取得較佳水質之取水方式,其特點相較於一般傳統規模之水利構造物具有:構築方式對環境生態衝擊較小、水質透過自然地層介質過濾較為潔凈、具永續性等特點,為符合現今時代潮流的一種取水技術。
為穩定高屏地區水資源之供應,本計畫擬透過集水廊道相關工程的資料與經驗,並於高屏堰上游進行相關補充調查及試驗,評估利用集水廊道取水對週遭環境之影響,並依據地下水源潛能量分析成果,研擬地下集水設施方案,進而改善高屏堰穩定供水之策略,以增加用水調度之應變能力。

This is a mid-term and long-term measure in the Kao-ping River weir comprehensive improvement strategy and project plan to develop backup water source without increasing water rights. Part of the backup water is used to replace the Kao-ping River weir in the event of high turbidity. The tasks of the plan include: Basic information gathering, analyzing and surveying, evaluation of appropriate location for water intake, on-site investigation and tests, evaluation of potential capacity of groundwater sources, preliminary evaluation and review of the feasibility and economy of the groundwater gallery.
In this plan, we selected the flood pain on the Kao-ping River weir upstream as the appropriate location to establish the groundwater gallery and conducted related on-site surveys and tests, including geologic drill explorations, groundwater level monitoring and water quality inspections. Through the on-site surveys and tests, we found that the permeability coefficient of the aquifer was 6.04×10.-4 m/sec and the groundwater level was between EL.16.0 m~EL.17.5 m. All items met the quality of drinking water source except for oxygen demand, ammonia, total organic carbon and e.coil in some months. According to the result of the groundwater numerical simulation, the river course was affected during water intake. The annual water intake volume of the facilities can be 64.29 millions m3, and the average reduced daily volume is 105,600 m3. Therefore, it is feasible to develop subsurface water here.
The water gallery is trapezoid; the construction includes the water gallery, conduits, collecting well, supply pipes, backwashing equipment and hydraulic machines. The total engineering cost is 340 millions and the annual cost is about 52.37 millions. The raw water cost is NT 8.1/ton and the beneficial-cost ratio is 1.52. Accordingly, the project is economically feasible and can be put into practice.
