自民國98年執行重要河川環境營造計畫以來，為評估其具體執行成效，遂成立本計畫，對重要河川環境營造計畫執行之計畫成果、計畫功能、經濟效益、預算運用等成果做進一步檢討評估，提出改善策略並提出下一階段六年計畫（104~109年度）重要河川環境營造計畫方針，作為下一階段研提未來六年中程計畫之依據。

This project has invited experts and scholars at the first year (2012) to consist a River Environment Building Service Team. In this year, the name list of the team has been renewed to a much broadened range of different fields to collect ideas, concepts and comments from the team members. The new team has went to every related River Management Offices to view results of engineering projects and discussion meetings has been held in every regions. At the end of the first year, the “Execution Assessment Report of the Environmental Building Plans of Important Rivers (2009-2014)” till 2012 has been accomplished. In this year, execution assessment to the results finished in years 2013 and an execution plan of 2014 are finished to fulfill the report. The original approved budget was 6.85564 billion NT Dollars. There are 470 million being transferred from the “Regional Drainage Governing and Environment Building Plan” to this Plan. As a result, the total budget of the Plans become 7.326 billion NT Dollars. The execution results in 2013 include: 10,539 acre lands has been protected by the flood protection and reduction works, landslides have been reduced in 475 acre lands, environment-improved areas are 424 acres, and 427 projects about basic information investigation and technique development has been done. The accomplishing rate is 95.55%. The total accomplishing rate of the Plans till 2013 is 90.40%. The over-all ratio of benefit over cost is 1.15. A film has been shot to show results of the plans. The main shaft of the film is on execution achievements and outcomes. There are seven sectors of the important rivers chosen for the film. River environment improvement works, works of flood protection and reduction and results of maintenance and management of the sections have been shot and edited with voice explanation. The film will be provided to the WRA and related agencies as propaganda. The film has been produced into two versions: a complete version of 15 minutes and 42 seconds and a condensed one of 5 minutes and 42 seconds. This project also selects six representative rivers to investigate public opinion and then analyses the data. Improvement of river environment and landscape, river eco-restoration, propagation and education and results of flood protection and reduction works and their maintenance are the expected target to be revealed in the analysis. The results are provided for reviewing the plans. The report and its revised version of the Plans and their results in early stage have been approved by the WRC, a previewing meeting and the 63th formal meeting of the Water Resources Review Committee, consecutively. The final version has been approved by the Execution Yuan. Both the Plans and the following Plans of 2015-2110 require to give consideration to flood protection and reduction as well as environment building. To fulfill the demand, an assessing mechanism has been established to view the river organism’s habits and landscape building, in each steps as planning, designing, constructing and maintaining in executing the Plans. This project has also finished drawings of 26 important river sections provided as indices of basic informations of the important rivers.
