為能審慎評估全球氣候變遷可能造成之衝擊及相關調適策略，詳予考慮我國國情、體制、資源、與研發及實務工作之人力及本署應有作為，本署業已於98年度執行完成「氣候變遷對水環境之衝擊與調適研究計畫」第1階段管理計畫，規劃於四年內(99~102年)推動「氣候變遷對水環境之衝擊與調適研究計畫」科技研究發展專業計畫(以下稱主計畫)，以為本署因應全球氣候變遷可能對水資源、旱災、防洪及海岸防護等掌理事項造成之衝擊及其調適策略奠定基礎。 本分項計畫為「氣候變遷對水環境之衝擊與調適研究計畫」科技研究發展專業計畫之管理計畫(以下稱管理計畫)，其目的係為順利推動主計畫各分項工作及整合其執行成果。主要工作包括協調主計畫各分項工作之執行與計畫之管考，日本、韓國、與大陸之國際交流、檢討調整水利署氣候變遷調適策略、建議主計畫後續之規劃修訂內容，彙總主計畫之各分項計畫執行成果，及舉辦人員訓練與成果發表等工作，以奠定我國水環境暨水利建設因應氣候變遷短、中、長程調適策略之基礎。

The management project which is the sub-project of the Climate Change Impacts and Adaptation to the Water Environment project has completed results including: 1. Coordination of the sub-projects The management project has to ensure the execution of all the sixteen sub-projects of this year are on schedule. The applied management manners are (1) progress recognition, (2) check interview, (3) holding meetings of the climate change scenario and the vulnerability and risk assessment, (4) attendance at all project certification committees, (5) set up the communication connection between sub-projects. 2. International exchange of Australia and Mainland China The management project has visited the Australia and the Mainland China to understand their national adaptation to the climate change. Both the Australia and the Mainland China have not completed the process of proposing the national adaptation. However, their governments have established the sound organization structure to the climate change which is worthy to learn in Taiwan. 3. Proposing the adaptation and the action plan The water resources agency (WRA) has to propose the national adaptation and the action plan for the water environment since 2010. Thus, the management project has composed the draft of the national adaptation which includes flood control, coast protection, water resources management, and soil and sediment management. The action plans for the four topics are proposed by the management project and the WRA as well. Meanwhile, the national adaptation and the action plans are able to fulfill the project requirements from the council for economic planning and development (CEPD). 4. Suggestions of the multi-year projects There are 13 projects executed in 2012. Thus, the management project has provided the suggestions of project execution for the next year. 5. Summary report of all sub-projects There are 16 projects which are divided into 6 topics, flood control, coast protection, water resources management, soil and sediment management, monitor and knowledge management, and the adaptation compilation. The management project has summarized the study results from 16 projects for each topic to increase the readability of the reports. 6. Achievements presentation and advertisement The management project has held the “2011 International Conference on Climate Change : Impacts and Adaptation to the Water Environment with Achievements Presentation and Education” and advertised the actions of WRA on the famous magazine. Furthermore, the management project has constructed the knowledge base website and composed the handbook for the public. All the efforts above are the achievements of the management project in 2011 and more complete results are expected in the following year.
