本計畫以三河局轄管區域排水(含港尾溪、土庫溪、旱溪及柳川等4條)為單元(總長度約60公里)，進行排水調查及生態環境調查、排水空間使用狀況調查及排水生物調查。

The regional drainages are responsible for flood relief for a long time, but difficult to take the impact of the ecological environment into account. Low biodiversity, monotonous Habitat types, and bad water quality are general characteristics of the drainages. However, the regional drainages closely connected to People’s living space and production activities. It is unable to satisfy diversity needs of various species that only considers the engineering measures to improve local structures In order to understand the environment and biological characteristics of drainages, it is necessary to fully investigate the environmental and ecological situation drainages in the area. Then, it built databases of ecological resources and proposed environmental management recommendations by investigation. The results of plan could be planning and designing reference to reduce impact on the ecological environment by governance in the future. This project sited 5 fixed sample stations and 6 supplementary sample stations to survey ecological environment for Gang-Wei-Zi Drainage, Tuku- Drainage Han-chi Drainage, and Liu Drainage. This year completed four seasons survey that totally 5,797 data for water areas (included Fishes, Shrimps and Crabs, Spirals and Shellfishes, Aquatic Insects, annelid, Floating Algae, Sticking Algae) and land areas (Birds, Mammals, Amphibians, Reptilians, Terrestrial Insects, Odonata, Plants). Part of contents of The Operating Guidelines of Investigation of Rivers Current Status does not apply to regional drainages. So it referred to W.R.P.I. (2012) Eco-Corridor Planning of Regional Drainage: A case Study Central Taiwan. The contents of Section 3-1 had changed “the type of rivers” into “Ecological survey and analysis of regional drainages”. Moreover, it used Index of Channel Conditions (ICC) to assess the six key features of Ecological Corridor of regional drainages in the project. According to results of the ICC, it discovered that the water quality impact on ecological environment of regional drainage profoundly. The sewage intercepted and processed will be panaceas of conservation of water quality. It also proposed to continue water quality monitoring.
