本計畫係依行政院核定之「台灣水文長期觀測發展計畫(99年~103年)」辦理，擬以102年至103年為辦理期程，辦理內容為維護管理本署既有之近海水文觀測資料庫，擴充本署現有海岸水情系統使其具有地理資訊功能，維護及改善本署近海水文觀測系統平台之功能，期以正確掌握一般性海堤區域即時水文情況，並產出準確之近海水文資料，做為本署辦理與執行一般性海堤安全防護建設之基石。

The “Water Resource Agency (WRA), MOEA” is responsible for the flooding prevention and protection in Taiwan. The safety of sea dike plays an important role to ensure the prevention of coastal flooding. To evaluate the potential risks of sea dike and coastal flooding, the WRA has carried out the coastal ocean observation since 1998. For the reason of potential impacts due to the climate change, it is necessary to strengthen the functions of ocean observation. The objectives of this project are to: (1) maintain the coastal ocean monitoring network and ensure high quality of real-time data; (2) strengthen the promotion and application of monitoring data; (3) enhance the coastal monitoring technologies. Currently, there are 21 in-situ stations within this monitoring network, including 7 data buoys, 12 tide stations, and 2 electronic bulletin boards. All the works within this project are completed on schedule. These works and the corresponding achievements include: 1. The maintenance of in-situ stations. The Successful Observation Rate (SOR) is higher than 98% in average. 2. Monitoring and data quality control (QC) of all stations, the average QC Passing Rate (QPR) is higher than 98% too. 3.Comparisons of the data observed from neighbor sensors or stations. 4. Modifications of auto QC standards. 5. Deployment of Qigu Buoy and Suao Buoy. 6. Upgrade of the functions of specific stations. 7. Evaluation and examination of damaged instruments. 8. Regular meetings and discussions between the WRA and the project team. 9. Prediction of waves and current based on different numerical models. 10. Upgrade of the WRA Coastal Watch Information System. 11. Establish the connection between the databases of the WRA and the Central Weather Bureau. 12. Regular maintenance for coastal ocean monitoring database of the WRA. 13. Supports for each typhoon event on time. 14. Completion of annual report of coastal ocean monitoring data. 15. Statistics analysis and applications of coastal ocean monitoring data. 16. To provide the necessary information for the sea dike protection, we estimate the design wave height based on the long-term wave data. 17. Completion of bimonthly reports which can provide the latest coastal information to the WRA. 18. Supports of tidal information during the events of heavy rains.
