本局所轄曾文水庫集水區範圍遼闊，區內環境地質脆弱、山坡陡峭、溪流湍急、地質構造複雜、岩性脆弱、土壤鬆軟、年雨量大而集中，加以近十數年來我國經濟繁榮，促使山區迅速開發，農用開墾、開路等情事日益增多，加速造成坡地崩塌及表土沖蝕，每遇颱風豪雨，上游大量泥砂被沖入水庫，水庫面臨快速淤積之困境，勢將嚴重影響水庫功能與永續利用。 由於水庫集水區之違規事項，可能對水庫操作管理或水庫蓄水範圍產生影響，因此水庫集水區土地之管理工作首重防範於未然，在不當開發、非法開發利用尚未擴大之前，或者各種天災發生之後，可以迅速了解災害位置與範圍，於第一時間制止或即時進行水土保持、復原等工作，有必要對曾文水庫集水區內土地開發利用情形進行長期監測，並於天災發生後，即時分析與評估災害範圍與位置，以利現場查報與勘查作業的進行。 莫拉克颱風後，水庫面臨各項問題之困境益形嚴峻，為治理曾文、南化、烏山頭水及穩定南部地區供水，99年5月12日總統公布「曾文南化烏山頭水庫治理及穩定南部地區供水特別條例」，各權責機關積極執行曾文水庫集水區保育治理等工作，為釐清各機關治理、災害形成及民眾開發造成集水區地形地物變動，有必要以現地查勘及巡查等方式，並配合衛星影像定期監測，除可遏止集水區違規事項外，並同時暸解集水區各機關治理工程之成效，此外辦理教育宣導，教導民眾勿濫墾、濫伐及濫建，防範於未然。

Zengwen Reservoir watershed is a wide, hilly, rainy and geologically sensitive area. The fast-growing economy also increases the rate of developments within Zengwen Reservoir watershed. After Typhoons, the heavy rain triggered landslides and debris flow thus brought the rocks and muds into the reservoir. Those massive mud and sand deposition shall decrease the function and ultimate life of reservoir. Therefore, integral applications of satellite images and periodical ground patrol are used to supervise the illegal land use and the landslides caused by nature disasters. Educational propagandas are also held in this project to educate the peoples in Zengwen Reservoir watershed about the prevention of illegal land use and the conservation of environment.
