台灣因降水量時空分布不均，河川坡陡流短，而使水資源之利用受到限制。在面臨經濟發展、都市化及人口增加等對水資源需求日殷之時，需要詳實的水資源基本資料及相關的資訊應用系統之輔助，以資周詳決策之參考。 有鑑於此，本署於民國88年?推動水資源資料中心建置與運作(2/2)?計畫中研訂?水資源資料格式標準(草案)?，並於民國95年12月18日函頒且於民國99年6月28日修訂。然隨著時間推移，除所需資料之變動外，相關資料需求及資訊技術已不同以往。就資料需求而言，現在資訊系統均以服務方式進行交換；就資訊技術而言，XML相關技術已十分成熟，且在資安考量下，將資料以XML格式打包並配合相關身份查證及授權機制進行資料交換已為主流技術。 故本案除配合資料之變動修改?水資源資料格式標準?外，亦因應現實資料情況，對該標準進行適度的增減；此外，配合資料需求及資訊技術之改變，將該標準以資料交換需求為依歸，另外制定XML版本的標準。由於該XML版本的標準主用在資料交換需求，故命名為?水資源資料交換標準?。 本標準在制定後，除將應用於水利資料整合資料庫之資料交換機制提供外，亦應用於相關地理資料之提供；其可讓相關水利資料在交換時，大幅減少供需間的媒合時間，並將水利資料更加透明、正確及一致。

In this project, for improving the accessibility and the efficiency of data exchanging, interviews with each division of Water resource agency (WRA) had been executed to investigate the data establishing condition and its responsibility. The results were applied to generate the revising suggestions for the water resource data format standard. Based on the investigation results, this project planned and established ‘Taiwan water exchanging data standard’ in eXtensible Markup Language (XML) format which offered 122 datasets for government data exchaing. Several international standards were referenced in this standard as well. 62 datasets in this standard were provided as a source of open data of WRA. After the draft standard has beed established, this project holded two significant meetings that invited experts for discussing and revising the structure and content of draft. In addition, there was a management platform had been developed in this project for data demanders and providers communicate between different perspectives and maintain the datasets within this standard. The expected benefits of this project are reducing the matching time of data provider-demander, improving the accessibility of water resource data and enhancing the efficiency of hydro data exchanging.
