近年極端水文事件發生頻率變高，現今規劃思維雖已考量以綜合治水策略，包括工程及非工程手段以達減洪、減災之目的，但在全球氣候環境變遷下，未來可能威脅恐仍將與日俱增。 為因應未來更艱鉅的挑戰，實有需要重新檢討現行防洪設計保護標準。本計畫擬探討國內外現行的防洪設計標準及彙整國內外相關研究資料，並結合各項相關綜合治水對策，進一步研擬出較具實用性、永續性且考量面向較廣的防洪設計保護標準，俾供未來治水防洪設計規劃之參考。

The study divides flood protecting standard into two categories, Flood Protecting Standard of Facilities (FPSF) and Flood Protecting Standard of Regions (FPSR). FPSF is used for hydraulic facilities design and used to ensure that channel capacity admitting storm flood under specific return period. FPSR is used for disaster reduction and used to ensure that hydraulic facilities draining regional flood immediately under specific return period. Based on relative literature reviews, the study proposes a quantity procedure to evaluate the FPSF and FPSR. The study suggests retaining the existing FPSF of different drainages but FPSF of downstream should check the feasibility that conjunction discharge must be less than or equal to FPSF of downstream. Five methods are proposed to decide the FPSR. One is proposed to decide FPSR of different watershed and four are proposed to decide FPSR of different land use. The estimation theories are based on hazard, vulnerability, risk, cost and benefit. The FPSR estimation result is the lowest standard should be satisfied. If there is any important facility or specific development area in protecting region, industry competent authority can raise its FPSR. Finally, three cases are used to demonstrate proposed quantity procedure.

這份由經濟部水利署水利規劃試驗所與逢甲大學合作的研究，將防洪設計保護標準區分為「防洪設施設計基準」（水道設計）與「地區淹水保護基準」（防災角度），以因應複合型災害及重要區域保護需求。 研究建議維持現有設計基準，但需檢討不同排水銜接段的設計流量合理性，若有不足則採綜合治水策略。針對保護基準，提出五種量化評估方法，綜合考量集水區風險、土地使用脆弱度、期望災損及成本效益等因素，以研擬地區最低保護基準，重要設施可另行提高。報告透過三處案例分析其適用性，並探討新標準法制化的短中長期規劃。
