依溫泉法第10條規定，地方主管機關應建立溫泉資源基本資料庫，必要時，應由中央主管機關予以協助。本署前於94年開發建置溫泉資源基本資料庫，並於95至97年及99年至101年辦理資料庫維護計畫，完成溫泉基本調查標準作業流程、全國溫泉資源基本資料庫及其系統平台，供地方主管機關建置溫泉業務相關資料。本資料庫係提供各縣市政府使用，為維持資料庫正常操作，需辦理後續系統功能維護擴充、單位查訪輔導以及教育訓練等維護工作，以使資料庫系統正常運作，並能隨時針對使用者需求調整修正。 溫泉取用量的總量管制為溫泉管理的重要工作，同時根據去年至今赴各溫泉地區辦理12場以上之座談會經驗，溫泉取用費申報亦為業者及地方政府常反映的問題之一，目前地方政府多無餘裕人力記錄及督查業者溫泉取用量申報是否詳實。為減少爭議，且考量103年1月以後溫泉取用費全額開徵，並落實業者確實申報，本計畫擬建立業者按月申報溫泉取用量之作業系統，一有逾期未申報或申報量與當初核可之開發量或水權量差異過大，則警示地方政府依溫泉法現地查核，以落實溫泉保育工作，確保各地區溫泉資源的永續發展。 另為因應目前行動版裝置普及使用之趨勢，本計畫第一年先選定宜蘭礁溪溫泉區作為試辦區域，開發溫泉取用量行動查報系統，並輔導溫泉業者進行取用量上網自主填報，第二年再將本查報系統推廣於其他縣市，以協助各縣市主管機關進行有效率的管控與查核。

According to article 10 of the Hot Spring Act, to assist the local competent authorities to build a basic hot springs database, Water Resources Agency of the Ministry of Economic Affairs initiated the “Basic Database Research Plan of Resource Conservation and Hazards Mitigation for Taiwan”, which it commissioned to the Industrial Technology Research Institute in 2005. This project sets up standard operating procedures and provides a Web-based open platform for local competent authorities to upload and to query hot springs water using declare data. This project develop a web-based and mobile application for relate agency and industry to check and declare hot springs water using condition. The first year we select Ilan County as a pilot area to promote this application. And then extend to Taipei City, new Taipei City and Taitung County in the second year. The works accomplished in this year including: 1.establishment of hot springs water using declare system, 2.development mobile checking application (APP) for hot springs water using, 3.held training courses to assistant relate agency and industry to operate the system, 4.integrate national hot springs basic database system, and 5.provide 2nd year promotion and training programs of other counties. We establish the web-based and mobile hot springs water using declare application. And hold a training course which more than 60 people attended. We also assisted more than 30 hot spring industries to use the system. All the comments from users of the system will be considered in the following project in next year.
