曾文南化及烏山頭水庫目前正辦理治理計畫,為避免或減輕工程施工對生態及環境之負面影響,因此推動水庫集水區治理工程辦理生態檢覈及評估,邀請生態專家及在地民眾參與工程規劃設計施工及維護管理,針對生態環境保護提供意見,創造住民,工程,環境及生態共贏局面.本計畫提供生態檢核評估操作流程,資料調查運用及生態檢核評估方法,協助水庫管理機關作好生態保育工作

This project aimed to implement the ecological checklist as the procedure of ecological considerations for engineering projects in the catchment areas of Zengwen, Nanhua and Wushantou reservoirs. The procedure consisted of field inspections, public involvements, habitat assessments and mapping of ecologically sensitive areas. The ecological checklist was used as a guiding tool, ensuring that both physical and ecological aspects were considered, and that mitigation strategies were properly adopted. Among the 53 engineering sites with specific ecological problems, we identified key issues including the decrease of river corridor ecological functions and the loss of ripirian habitats casued by revetments, as well as the clearings of native vegetation for construction. In total we helped avoiding constructions on recovered areas of 5 sites, sensitive areas of 7 sites, minimizing the affected areas on 27 sites, reducing the magnitude of habitat impacts on 27 sites, and recommanding measures of ecological compensations on 10 sites, and other 31 strategies. In addition, we proposed a framework model of effectiveness evaluation in which the phase of participation, partnership, rectification level and ecological benefit were included as indicators in accessing the procedural and functional performance of ecological checklist. Because all projects of this year were participated before designing phase, the engineering design consider more ecological aspects and adopt mitigation strategies. As the results of functional performance evaluation, the well-performing cases had properly mitigation strategies which have done completely. Finally, we help to refine the procedure of ecological considerations and ecological checklist, according to the practicing experience, the strategy of WRA for applying this procedure, and the opinions of people who concerning about catchment conservation. In addition, we held two meetings consulting with experts and members of NGOs for evaluating the applied cases and refining the procedure. The overall results of this project were successful in assisting reservoir managers to incorporate conservation engineering practices and refining the procedure fundamentally for applying extensively in the future.
