烏溪支流貓羅溪、平林溪、樟平溪採用民國91年調查資料辦理治理規劃檢討迄今已近10年，考量近年來極端水文事件頻仍，加上經濟發展對於土地開發及資源利用之需求日益增加，對於目前之防洪保護及河川環境之利用發展與生態保育之平衡等課題，實有再檢討之必要。爰此提出「貓羅溪治理規劃檢討(1/2)、(2/2)」共二年度計畫，以期能達到保護人民生命財產安全並兼顧生態保育與河川環境利用之目標。

This project area is Maoluo River drainage system that include main stream, Pinglin River and Jhangping River. It’s total length of the main and tributary is about 55 km and watershed area is 377.5 km2 or so. In addition to ensuring the function of flood control and drainage in this project, the new ideal in stream motion for the concept on the comprehensive flood control and the integral planning in the watershed, etc. is to be met and combined with the integral control in the upstream, midstream and downstream of the catchments, also taking joint consideration for safety, ecology and landscape in order to carry out control flood, advantageous, approachable, lively and protective flow as well as to improve the village out of flood for this project goal, during planning and design. The current Hydrocomp Simulation analysis result shows both embankment heights along the Maoluo River and Pinglin River can reach to 50 years or 100 years recurrence interval, but the freeboard height of part channels is insufficient. The drainage capability of Jhangping River estuary (section 1-1~4) is insufficient by the outward backwater in Maoluo River, the other channels are can reach to 25 years recurrence interval. About the capability of main drainages confluence, the Ailiao drainage and the Si-Jhou-Pi drainage can’t drainage well when the 10 years recurrence interval water level in Maoluo River. Sianjhuang drainage, Nangang drainage, Wailu drainage…and a total of nine drainages can’t drainage well when the 50 years recurrence interval water level in Maoluo River. According to the basic data collection, site survey & questionnaire and hydrological analysis review, flooding disaster of part channels caused by low elevation. Therefore, the improvement plan will reduced disaster that maintain sufficient width and cross-section, set up appropriate structures in local and tie-in management. Based on the above principles, there are 5,800meters of the levees or embankments to be built in Maoluo River system. (There are 2,390 meters in Maoluo River, 1,850 meters in Pinglin River, 1,560 meters in Jhangping River). Moreover, there are 27 structures crossed river must rebuild. (There are 7 bridges in Maoluo River, 5 bridges in Pinglin River, 15 bridges in Jhangping River). The engineering cost of Maoluo River is 84.9602 million NT. Dollars. All costs are hardly available simultaneously in short term; priority process includes the most urgent improvement measure and safety concern for the resident and community. Thus, there’re 3 phases in this execution plan that each phase is about 2 years. The first phase works mainly reduce flood damage for the channels around residents, industry, traffic arteries. The cost is 30.2763 million NT. Dollars. The second phase works improve farm flooded and erosion of embankment foundation. The cost is 35.942 million NT. Dollars. The third phase works mainly rebuild embankment by review positions of this project. The cost is 18.7418 million NT. Dollars. The ratio of benefit to cost is 0.49, also, the first phase works reduce flood damage in planning area. The ratio of benefit to cost reaches to 0.82.
