為防範海岸國土資源之流失，並保護沿岸人民免受海岸侵蝕衍生之災害，水利署在海岸防護的相關措施上，近幾十年來已投入相當規模的人力、物力與財力。但隨著時代的進步，海岸防護的觀念及措施也有新的演進；為了海岸永續利用及發展，本計畫第一年已針對水利署執掌之海岸防護設施現況及（民國98～100年）已執行之調查計畫、規劃計畫、研究計畫、工程實施及管理維護等進行檢討工作，並擬訂相關改善策略，另藉此研提未來六年（民國104～109年）願景。

Both works review and effects examing of “Sustainable Regeneration Programs for Coastal Environment (2009~2014)” were accomplished in this report. The executed works are listed and summarily stated as below: 1. Coastal Environment Situation of Taiwan The results stated that there is no more new seawall be constructed after 2007. 2. Contents of Sustainable Regeneration Programs for Coastal Environment (2009~2014) Evaluated the cost-effectiveness of “Sustainable Regeneration Programs for Coastal Environment (2009~2014),” it showed the benefit-cost ratio reached about 1.05, where the annual total benefit was 388.8 millions and the annual total cost was 306.6 millions. 3. Evaluation and Site inspection for coastal construction A total of 18 experts participated in the 3 subregional expert committees that are held on March 25, March 28 and April 1 respectively. A total of 113 committees participate in the site inspection, and ten site inspections were arranged during June 14 to July 5. There are 6 committees join the expert forum on October 21 in this year. 4. The Strategy of the next six-years program For the next six-year program (2015~2010), the perspective of “sunny costal and safety homeland” was planned, and three goals and five strategis was proposed.The total budget of NTD$8000 million was proposed over a period of six years. 5. Planning the future jobs for service corp of coastal environment Under this issue, both the function and jobs of service corp of coastal environment were discussed and proposed.That will lead project results to program target, and practice program’s outlook.
