新店溪秀朗橋至中正橋段高灘地，因位於台北市及新北市兩院轄市之交界處附近，即新北市升格前之省市共管河段，過去因兩市管理手段之差異，造成目前高灘地使用差異及不協調現象，又因交界處有管理及治理權責上之多頭馬車並使規劃檢討作業陷入停頓情形，故如何釐清問題癥結及研究如何解決河道內河灘地上尚存大量私有地所造成管理與規劃上推動不易情形，實為當務之急，因此水利署責由本所委外辦理本計畫。 考量及協調相關行政機關、民間團體及民眾利益，嘗試在現有河川管理及治理框架下，統合出一套可行性方案及策略，以提供規劃及管理後續推動之方向。

The Research on the Land Use and Management of the High Riverbank Area—A Examination of the Xindian River between Xiulang Bridge and Zhongzheng Bridge is to propose high riverbank issues of management and using, develop feasibility strategy, and a vision plan. Initial vision program is divided into three stages, driven by the vision. To achieve short-term (within 5 years) is to maintain the 200-year return period flood control function, in order to achieve medium-term vision (within 10 years) is to initial response to global climate change to reduce flood risk, in order to achieve long-term vision (within 20 years) is to create a river environment biodiversity. Feasibility strategy of economy and regulations: 1.River areas as public facilities land, 2.resilient financial plan, 3.Project for Cross-Field Value-Adding in Public Works Financial Planning, 4. Creating public good. Feasibility strategy of execution and management, Short-term job is: 1.solve the flood hazard; 2.based on Wetland Conservation Act, to increase the scope and ecological functions of wetlands, 3. ban illegal land use. Interim job is to sink deep excavation, to effectively reduce the flood level; to adapt to climate change, plan to enhance the capacity of flood control countermeasures.
