依據自來水法第57條規定：「自來水事業所聘僱之總工程師、工程師，均以登記合格之工程技師為限。其他施工、管理、化驗、操作等人員，應具有專科之技術，並經考驗合格。前項考驗辦法由中央主管機關訂定之。」然而，自從自來水法第57條規定公布（民國55年）至今，雖已公告相關子法「自來水事業技術人員考驗辦法」，但自來水事業中央主管機關僅自94年度起舉辦5次已在職自來水事業技術人員考驗，而在98年度舉辦第1次全國性自來水技術人員考驗，對於各自來水事業之新進人員與各自來水事業委外相關工作之從業人員，缺乏取得考驗合格之經常管道，以致未能完全落實自來水法之立法旨意。 自來水事業具專營權性質，為提升自來水事業整體營運績效，亟需改善自來水事業人力體質，而從業人員均能具備自來水事業各類級技術與相關知識，經由專業證照制度之建立，增進技術人員專業知能，以確保自來水供應品質，維護國人用水衛生與安全。本計畫乃為委託辦理全國性自來水技術人員考驗相關事宜，針對自來水事業從業人員，全面性地由水源水質保護、取水輸水設施與淨水場設備操作維護、工程施工、水質化驗、供配水與用戶服務管理等不同層面與階段，改善自來水事業人力體質，提升自來水事業整體營運績效。

The objectives of the project are to improve the manpower constitution and to promote the entire operational efficiency of water supply industry by performing the test for technical personnel in the water supply enterprise. It covers the topics in enhancing source water quality protection, operation/maintenance of water intakes, transporting facilities, and water treatment processes, engineering construction, water quality analysis, water distribution and user service. This is the third year of the three-year project scheduled from February 22 to December 15, 2013. The main tasks consisted of the following performance: (1) assisting the examination committee meetings; (2) preparing the brief statement; (3) preparing the test items; (4) organizing the network enrollment; (5) reviewing the enrollment qualification; (6) performing the written test; (7) the test grading and score calculation; (8) the list announcement; (9) the score reinspection; and (10) the period-end evaluating meeting. In the total enrollment of 3,189, there were 2,789 of successful examinees, i.e. 90.8% of the qualified examinees. In the period-end evaluating meeting, the following suggestions were proposed: (1) to amend the Class C tables for qualified certificates review; (2) to establish the test methods for simple water supply technicians; (3) to plan and perform the professional training for water supply enterprise technicians.
