102年度六河局轄區洪水預警及防汛整合作業Integration Plan of Flood Forecasting System &Flood Prevention for 6th River Managemant Office in 2013.

由於全球氣候變遷效應影響,台南高雄地區近年之颱洪極端事件日益嚴重,降雨量及強度也越來越強大。面對此問題,需認知防洪工程有其保護極限,水文降雨條件超過保護標準時,仍會面臨淹水,而經由雨量、流量、水位、潮位等即時監測進行洪水預報作業,於洪水期間透過預警報傳輸設備發布預警報至防災體系之相關單位及告知民眾,以期降低或避免洪水期間可能發生之災害。
本局轄區中央管河川曾文溪、鹽水溪、二仁溪、阿公店溪,目前僅有曾文溪建置洪水預報系統模式外,其餘鹽水溪、二仁溪、阿公店溪並無相關系統,為利颱風豪雨應變期間提供水情分析研判,擬發展鹽水溪、二仁溪、阿公店溪洪水預報系統模式,期可於颱風時期進行即時資料蒐集,定量降雨趨勢預報、集水區逕流、水庫演算、河川水理模擬,並透過圖形及表格進行展示,提早預警以達減災及避災功效。
本計畫配合本年度「六河局轄區洪水預報系統建立之先期規劃」計畫成果,建議轄內中央管河川優先建置順序,據以建置二仁溪洪水預警系統,並配合防汛應變系統之整合,提供應變人員方便、快速、自動化資訊可即時應用。
英文摘要
The effectiveness of Climate Change, which causing massive flooding disasters in Taitnan and Kaohsiung. Facing this problem, need to know that flood prevention construction has limited protection. Via rainfall, flow rate, water level and sea level to moniter and forecast the flood. During flood period, use the system to warning the related organization and public to prevent the disasters that cause from flood.is is the purpose of this project.
This project complected the establishment of the Er-Ren River flood forecasting system. 1) Information display. 2) Flood forecasting 3) A state of basin alert 4) Information connection state 5) Account management 6) Search and dispaly 7) Related websites connection. The system has been on line this year (2013). It can provide the water level forecast of future 1 to 6 hours. About emergency reacting operation system platform, there are 7 functions of this platform: 1) Information of Water Resources Agency 2) Iformation of hydrologic regime 3) Flood prevention map 4) Database for staff on duty 5) Notifiction syatem 6) Reporting database for volunteer 7) Back office management.
This year, the 6th River Management Office setted up the emergency reacting team for 9 events which included 0516 torrential rain, 0519 torrential rain, 0624 torrential rain, 0711 SOULIK, 0717 CIMARON, 0820 TRAMI, 0827 CONG-REY, 0831 torrential rain, 0919 USAGI and 1005 FITOW. We cooperated to assist the system operation and provied related hydrologic regime analysis for total 530 hours and 63 people. We also did the flood investigation in CONG-REY and 0831 torrential rain .
The prediction water lever roughly tallied with the actual water level trend in TRAMI and CONG-REY.Considering the needs of flood prevention for this stage, we can simulate the rainfall and predict water level hour by hour. Orther, according the result of warning water level, each water station can predict the time of reaching the warning water level
