本計畫針對治理河段之特性，擇定適當之工程布置與工法，以期達到河川治理目標。針對有工程急迫性區域採分期優先治理方式，計畫於第一期工程，改善具有整治迫切性之區域，以現階段瓶頸段改善與第一號橋梁改建工程為主；而第二期則將現階段易淹水區域內，豐濱溪與丁仔漏溪中上游區域洪患區域，並以丁壩工來保護瓶頸段區域；依此分年分期方式區分執行順序。本計畫經估算後淹水直接損失所減少之效益、間接損失所減少之效益以及其他附加效益後，益本比為0.65。
英文摘要
The expense of whole improvement-work is about 177 million dollars. After improvement-work by stages, the flood area, depth, and duration estimated to reduce gradually. It also reduces damage efficiently and the flooding area of 14.4 hectares will be conserved after the improvement.The economical benefit of whole project is 0.65. After compare with effect of each work , first stage work is included in No.1 Bridge work of drainage downstream, levees building and channel rebuilding work. The cost is about 66 million dollars, and benefit is 0.73.
