計畫目的為進行「河川管理資訊化系統」之改版作業，重新檢討現行資訊系統架構，設計較具彈性的資料架構、更人性化使用介面，以因應河川管理資訊的安全與控管以及配合本署核辦業務程序需求。使系統功能及效用更加提昇與改善，透過網路科技技術提供各業務單位作業應用所需資訊，強化系統管理界面，整合統計、管理及查詢服務，以達資源共享提升使用效率，並使本署能充分掌握及監督各河川局河川管理業務推動成果為辦理河川管理資訊化系統改版建置，爰成立本計畫。全程工作期限預計為期2年。

The river bureaus under the Water Resources Agency, along with its management of the rivers on behalf of city and county governments, have significantly heavy work including the patrol over the river basins and drainage facilities under central government jurisdiction and sea dike areas, and crackdown and disposal of illegal jeopardy to river protection, as well as the reception, review, approval and revocation of applications of all kinds. The persons at WRA, its 10 river bureaus and New Taipei City, Keelung City and Taoyuan County governments, who are commissioned to administer Tamsui River, and charged with the affairs are now employing the “River Management Information System” to carry out the affairs of checking, reporting, management and supervision. Since its creation, the system has undergone maintenance, expansion and incorporation of additional functions, and lacked unified and specific rules on system programming framework and indices, code composition and database format. In addition, the adjustment of WRA affairs, like centrally administration of rivers, drainage and sea dikes after the modifications to the relevant laws and regulations, and the response to the requirements like constantly increasing demands of use and supervisions by related agencies all necessitate an over analysis and planning of the system and revision. The object of this project is system planning and analytic operation of the “River Management Information System”. It is to reexamine the existed framework of information system, to design a more flexible one and more user-friendly interface in response to the security and control of river management information and the procedural requirements of WRA’s affairs, to upgrade and improve the system function and effectiveness. Information is provided with the cyber technology to the operative agencies who need it to apply in their operation, system management interface is reinforced, and statistic, managerial and enquiry service are integrated to achieve resources sharing and increase efficiency of using, while WRA is fully comprehensive of, and monitoring, the results of the execution of river management by the river bureaus.
