本署為執行河、海堤等公共工程規劃設計及施工作業需要之基本資料,已建置並加強水文觀測網之觀測功能,近年來更採用國外最新或正研發本土化之自動化非接觸式觀測儀器。但由於臺灣之水文環境時空分布變異日趨增大,本署現行水文觀測網所採用或正研發之水文觀測儀器,其適用環境條件範圍以及儀器檢校試驗環境和技術方法,將面臨新的挑戰與衝擊,例如本署目前使用之河川水位流速量測儀器,如接觸式的旋杯式流速儀,及非接觸式的超音波式水位計及手持式雷達波流速儀,雖是科技研發新產品,但仍需配合臺灣河川型態進行檢校系統改善及技術研發,以確認量測結果之正確性;尤其是非接觸式量測儀器於洪水期間流量量測之成果,有待建置適合於高流量檢校之試驗環境進行檢校作業,並滿足現階段ISO相關規範之要求,此為過去年度尚未辦理之工作。爰此,為提供本署執行河、海堤等公共工程規劃設計及施工作業需要之高品質基本資料,必需因應臺灣水文環境之特性,進行水文觀測儀器檢校技術方法研發,與建置適合於該檢校之試驗環境,並提供經國家實驗認證之水文觀測儀器定期檢校環境與能量,冀以確保本署河、海堤等公共工程施作品質。
英文摘要
The main purpose of this study is to help Water resources agency establishing the calibration environment for hydrological measuring instruments. All measured hydrological data are the important basis for water resource management, disaster prevention and hydraulic engineering designs. A complete hydrological observation system should consider the instrument calibration and field measurement setup as the fundamental part among other things such as observation network and data quality control. Therefore, when forming country standards for hydrological observation methodology and instrument, a calibration system that satisfies international standard should also be promoted and established. This way, there will be justified third party organization that can devote in the important real calibration work. In turn, this can elevate Taiwan’s hydrological observation standard. The result of this study is summary as follows.
1. Collecting data of the present instruments of Water resource agency and calibration standards has been completed. This work is to understand the present situation of instrument utilizations and calibration techniques. Thus, one can evaluate the priority of future work.
2. Workshop for hydrological observation was conducted once. Speakers are all senior personals from experts in hydrological observation. Attendants include fellow workers from water resources agency, Taipei City, New Taipei City and special conservation bureau of Taipei resource. The comments collected show the necessity of establishing professional personal grading system.
3. In developing instrument calibration method, this study focuses on remote water level sensor. A calibration procedure is developed and measurements under clear water or sandy water are considered.
4. In developing environment for hydrological measuring instrument, this study proposes the following step (1) gradually establishing national standards, regulations and manuals. Enhancing the importance of hydrological observation from law enforcement.
5. This study is only a preliminary research. Therefore, this study only gives suggestions for the most emergent needed area, i.e.; surface water observation. The instruments that need high priority for study calibarion method is tipping bucket rain gage, non-contact wate level gage, water depth measuring instrument, non-contact surface velocimeter and concentration measuring instrument. There should be standards established and enough capacity for calibration.
