Taiwan is located in the West Pacific subtropical region, where heavy rainfall is almost certain in the summer and autumn. Some low-lying areas usually flood after the typhoon due to poor drainage. This issue is necessary to resolve for the sake of saving lives. The improvement plan is for a period of 2 years. The Performance Review for the current period (98 to 103 years), and follow-up (104 to 109), are designed to improve the regional drainage needs for the area through the reported powers and responsibilities of the area’s officials, and, then, prepare designs for an effective strategy and an evaluation approach to judge the priority of the implementation of the plan. It also incorporates working with the government to promote an integrated watershed management and flooding control in order to reducing flood disasters and losses.
1. Review of the results of the current plan and Comment
The regional drainage improvement project implementation rate and the overall cumulative progress of the project are good. The environment to create the project is due to the 98 years Yinmolake Typhoon project in which the implementation rate is at a low trend. The remaining project funds are at a good implementation rate.
The Regional Drainage Improvement Works statistical analysis is only to 100 years. The annualized cost is $1.592 billion yuan, with an annual benefit of $2.795 billion yuan. The benefit cost ratio is 1.76. The area row to improve the project is completed, causing invisible efficiency gains, such as maintaining smooth traffic, improving environmental health, improving the quality of life, increasing the protection of people’s property and the government to show compassion to those who are hurt by the floods. Such invisible effectiveness cannot be measured by a numeric value.
2. Follow-up plan goals and improve efficiency
The regional drainage improvement works should take into consideration the environment in order to create and complement the implementation of non-structural measures. Through the drainage improvement works in non-engineering measures, water resources, applications, disaster prevention and mitigation engineering planning should be studied to improve the flooding disaster risk reduction, and to create an ecologically rich open space. This, is turn, creates the surrounding area as a waterfront living space, and, also, achieves flood control, water source of interest which is close to the water resources and the activation of the water source for the target.
The follow-up (104 to 109) area drainage improvement works program, in addition to following the comprehensive management of flooding in the area of remediation, is important to implement the recommendations for future engineering and non-engineering measures. These measures should complement each other and, with the the combination of environment, create projects to ensure the sustainable use of natural resources. The 104 to 109-year plan budget of about 120 million will be used for a 72km drainage road improvement project that will help create an area of about 44.5 hectares of environmental friendly space, with drainage channels and maintenance of 1,441km. This will allow the reduction of flooding in an area of 10,643 hectares. The performance evaluation results of this project will allow for a more efficient cooperation between the government and environmental agencies to improve on helping flood areas cope with disasters.
