依據行政院98年5月26日核定之「台灣水文觀測長期發展計畫」--「加強資料品質控管，擴充水文資料供應」策略，其執行要項為「加強資料檢覈及優質化管理」及「擴充及更新水文資訊資料庫」。本署前已建置「水文資訊傳輸管理維護系統」、「水文資訊整合服務系統」及「水文資訊申請網站」等三大系統。其中「水文資訊傳輸管理維護系統」係為因應各河川局及本署進行資料檢覈及產出水文資訊之需要，屬署內及河川局內部水文資訊人員之管理系統；「水文資訊整合服務系統」則屬於對外展示及提供本署各同仁業務需要直接下載使用水文資訊之系統；而「水文資訊申請網站」則為對外界提供水文資訊申請之系統。每項系統皆有其使用目的，且為利運作順暢，皆須定期維護，而相關系統中，依據使用者及本署業務檢討結果，每年皆須進行功能之擴充及改善作業。除前開各系統之功能外，本署收集各單位與提供外單位資訊之介接、水文年報之報表產出、水文資料庫之維護以及傳輸系統等作業，皆須有定常性之維護，方能運作順利。且於101年政府組織改造後，相關業務移撥需要，亦須有適當之銜接。綜上各項業務需要，爰提出本計畫。

According to “Project of Moderation to Taiwan Hydrological Survey ”, proposed by Ministry of Economic Affairs (MOEA) and approved by Excutive Yuan on Jan, 7th,1998, the main target of this project is to establish an integrative hydrological information service and system, which is also a planned policy of E-government. To accommodate gaining and delivering hydrological data, this project sets up a real time data transporting functions, so that we can enhanc to plan building up a web-based service system having high priority in hydrological information supplying. Water Resources Agency (WRA), MOEA applies the newest web-based technology to integrate several hydrological data governing agency and systems, establish an integrative service which structure includes gathering, transmitting, digitizing, and supplying. Then the main research topics as forecasting of reservoirs inflow, trend analysis of hydrologic cycle, handbook of hydrological designing, plan to disaster prevention and reaction, etc., WRA uses informatic and web-based schemes to integrate and accompany hydrological information and management of information. The long-term destination is to enlarge the scale and users of hydrological information and reach the web resources sharing efficiency.The main project of this year is to use the results over the years to expand the premium service. About the part of hydrological survey information management, we have provide the administrator to use feature, including adjustment system accounts audit function and permission control function, the account control is more convenient, administrator can use function to query all personnel functional operation records and data download history. Provide the general user to use feature, including continue use the Web Service of Real-time water level data from government unit and then import to the hydrological database, and the development of real-time water level display function. The development of real-time water level anomaly information query functions, and can be real time SMS and Mail to relevant personnel. About premium service in hydrological information, we will strengthen the system of real time water regime display function, and expansion of the real time rainfall and water level query functions, providing a graphical query interface in “Hydrological Information Integration System”. Besides, in the application of hydrological information, we continue to maintain the system functions and database. Hydrological information application case audit efficiency, to strengthen the application of case management functionality and enhanced application data download mechanism, and development functions of message boards and FAQ pages.
