本計畫為配合環境教育法之施行，擬調查臺北水源特環境教育定區內之相關環境教育資源，評估申請環境教育設施之可行性，並規劃具有特色之環境教育設施，以促進特定區內環境教育之實施與發展，進而維護水資源環境及生態平衡，達到環境資源永續發展。

The Taipei Water Resource Special District is located at the southeast corner of the Taipei metropolitan area, including Pinlin, Wulai, Shidin, Shuanxi, and Xindian districts, approximately one third of the area of New Taipei City, providing water for 5 million populations in the area. According to the section 12 of the Urban Planning Act, the Taipei Water Resource Special District is the only water district in the country. In addition, in accordance with section 11 of the Water Supply Act delineated Hsindien, Qingtan as water quality and quantity protection area. In order to maintain the water resources, water quality, water safety, the Taipei Water Resource Special District undertake urban planning, construction management, and soil conservation, to establish a good maintenance performance, creating the valuable natural environment and water supply for the greater Taipei area. According to "Environmental Education Facilities Location Certification and Management Measures (2011.06.02) 2, environmental education facilities, places refers to the integration of environmental education professional manpower, curriculum programs and operating management, to provide environmental education professional services with rich ecological or the humanities and the natural characteristics of the space field, plant or equipment. The Taipei Water Resource Special District has abundant ecology and the natural features of environmental education facilities and resources. Through the promotion of quality environmental education facilities certification, it is suitable to provide outdoor learning for other organizations and schools. In order to implement with the Environmental Education Act and to help people understand the natural ecological environment of the water source areas, and related facilities to protect water quality and quantity, and to cultivate people take good care of the water resources and ecological environment conservation ideas, the project is to investigate the district environmental education resources, and further assess and plan the characteristics of the environmental education facilities. The Pinglin sewage treatment plant and the Renliban water purification demonstration sites were selected for the sites to apply for certification. It is hoped to make the best use of the water resources and local environment, and to promote the public understanding of the personal and the social and environmental interdependence, and to take a proactive role in environmental education. Through the environmental education program and appropriate business management planning, the environmental education facilities will be able to provide appropriate venue for display, education, facilities and activities. Through professional explanations, guidance and education, the program will provide experiences of the beautiful natural environment for all ages, the knowledge of the learning environment, to explore the interaction and interdependence of people and the environment, culture and responsible behavior on the environment, thus safeguarding water resources, environment and ecological balance, to achieve sustainable development of environmental resources.
