桃竹苗地區的頭前溪、鳳山溪、中港溪、後龍溪等流域集水區域社會經濟高度發展，人口密集，因此如何於洪水災害前早期預警，儘可能降低人民生命與財產損失，實為水利單位施政的重點工作之ㄧ。爰此，建立水情測報系統，經由雨量、流量、水位、潮位等即時監測料進行洪水水情預警作業，於洪水期間透過預警報傳輸設備發布預警報至防災體系之相關單位及告知民眾，以期降低或避免洪水期間可能發生之災害。 針對本局管轄流域的範圍，本局已於94、95年度分別辦理【建置頭前溪流域水情測預報系統計畫】與【桃竹苗地區水情測預報系統之建置計畫】，執行桃竹苗洪水預警系統(FEWS_TAIWAN)之技術面建置工作，完成水情中心的第一階段目標。為續完備水情中心之內涵，於96年度辦理【洪水預警與防汛作業整合】，初步完成第二階段預警系統與防汛作業整合工作。97年度開始辦理【桃竹苗地區洪水預警與防汛作業整合演練與落實規劃】兩年期計畫，計畫重點主要將歷年相關成果落實於整個防汛工作。至此，本局已大致完成洪水預警與防汛作業的整合與落實規劃，在此基礎下，99年度起開始辦理的防汛作業計畫，重點工作除了每年應持續辦理的例行性業務(如防汛相關設備、系統與手冊的維護、防汛應變落實作業等)外，每年亦配合本局的重點業務需求，協助相關工作的規劃與推動。 本年度持續辦理本例行性的防汛作業計畫，期望藉由此例行性防汛計畫的推動，協助本局防汛業務之推動，並使防汛工作順利進行，儘可能降低洪災的風險，強化防汛作業的成效。

The flood-protection project has been carried out for 8 years by Second River Management Office (2RMO). The objective of the project in the first stage during 2005~2006 was to construct a flood early warning system in Taoyuan, Hsinchu and Miaoli Area. In 2007~2011, the focus point was to integrate the flood early warning system and flood control operations in the field. Based on the stable foundation built in the past 7 years, The project works of this year contain routine works and other focuses, including the establishment of flood equipments, speculation the flushing discharge from Da-Pu Dam, the establishment of the warning mechanism on the Gou-Bei Drainage System near Taoyuan River, and the establishment of the flood early warning system of Ke-Zi-Hu-Si Drainage. The regular project in this year hopes to assist 2RMO’s River Information Forecast promotion and make it go smoothly. From these, the risk can be reduced as possible as we can and strengthen the effect of River Information Forecast.
