In recent years, the coast of Taoyuan and Hsinchu is in backoff condition by erosion, due to the impact of coast structure and the reduction of sand transportation by river. According to the result about measuring water depth and topography along with the coast in these years, parts of coast are verified the erosion phenomena, such as Guanyin Coast and Yongan Coast in Taoyuan county, and Shangyi Coast in Hsinchu county. Even more, the dust storm problem near the outlet of Nankan river in Taoyuan County is caused by new bulwark of fishery harbor blocking the sand source. In order to utilize the capability for disaster-proof and disaster-reduction and then evaluate the achievement of present coast-protection facility in Taoyuan and Hsinchu County, this project plans to conduct relative investigation, research and construction planning for making sure about the direction with coastal ecosystems recovering in the future. Also, in some main coast areas, both developing the strategy and protection facility planning as reference for implementation of engineering in the future are the main issues for this project.
The survey range for this project covered the coast of Hsinchu and Taoyuan which is about 51 Km, including 12Km of Hsinchu county and around 39 Km of Taoyuan county. Besides conducting investigations of coastal hydrology, basic data collecting, water depth and topography, and wave flow numerical simulation, the main purpose is planning the strategy of coast protection and restoration for some critical areas, which are under the condition of serious erosion or dust storm problem. Eventually, the feasible achievement can be ensured by evaluating the best suitable scheme.
One of the related case about monitoring sea weather, water depth and topography was held in 2009, "The Plan of Coastal Monitoring and Investigation for Taoyuan, Hsinchu and Miaoli County". Flow field investigation was arranged in March and May of 2010. Acquired water depth and topography data was covered only parts of planned coast for this project, such as the section from Laojie river to Yongan fishery harbor in Taoyuan, and the section from Shangyi coast to Hsinchu fishery harbor. Therefore, considering an objective, appropriate input condition and inspection target for wave flow numerical simulation, the coast protection and recovery strategy planning in this paper will focus on the sections described as follows : beach erosion and coastal pollution at waste sanitary landfill near the southern Beikang Coast during typhoon, pebble exposed and wash away from bulwark in southern coast of Taipower Datan Power Plant, emptying coast from New Moon beach to Shangyi coast.
In accordance with coastal environment construction project (2009~ 2014) to ensure the safety of Dayuan waste sanitary landfill and to reduce the coastal erosion problems impact the section from New Moon beach to Shangyi coast and embankment No.2 of Datan, this project intend to planning a protection improvement construction for embankment profile washed over and beach berm collapses with side slope. Besides, the section from southren Shangyi coast to northern New Moon beach faces serious problem of back off coast and coastal erosion recently, where former wave breakers are close to beach berm. During typhoon, breaking wave may cause water level exaltation and higher wave run-up height so that wave erosion leads to washed up beach berm and damaged windbreaks. In the long run, the restoration of environment is as important as area-based coastal protections. For example, artificial beach nourishment is one consideration with rearranging former wave breakers from Shangyi and Chongyi coast into the first protection for restored shoreline. This brings extended beach and siltation, which plays an important role of buffer.
