行政院經濟建設委員會於民國85年研修完成「國土綜合開發計畫」，經濟部於民國91年研擬完成之「台灣地區水資源開發綱領計畫」，該二計畫均將台灣地區天然水資源開發利用之總量定為每年200億立方公尺，以做為台灣地區天然水資源開發利用總量管制之政策目標。為達成此一政策目標，本署於93年完成「台灣地區水資源總量管制機制規劃」，對於供水量及用水量建立其管制機制。然近年來區域水文時空變化之不確定性，水資源供應風險大增，加上未來全球氣候變遷對於降雨時空分佈的影響，旱、澇交替更為明顯，因此，對於臺灣地區【含離島（澎湖、金門、連江）】之天然水資源開發利用總量確實有檢討之必要，其精度原本由台灣及離島之各水系需再提升至各供水區，俾了解各分區可供水潛能之上限，落實「以供定需」，並作為國土規劃及區域整體發展之參據。

Due to the uncertainty of temporal and special variation of regional hydrology in recent years, the risk of natural water resources supply has been increased. Besides, the global climate change has also brought impact to the rainfall pattern. In order to effectively manage the existing natural water resources in Taiwan, this project reviewed the development and utilization capacity of natural water resources in the territory. Based on the regional water supply capability, a concrete implementation strategy has been developed for a sustainable, demand-decided water resources management. This project completed the potential natural water resources supply capacity by reviewing and reorganizing regional rainfall, flow rate, groundwater level, water utilization change and regional water supply and demand to the target year of 2031. Foreign regulations on water resources control were also reviewed and analyzed simultaneously. The setting up of four-stage water resources utilization capacity control strategy, implementation plan, and the revising of domestic regulations were also accomplished. Further tasks such as assisting Water Resources Agency to establish water resources capacity control platform and personnel training program were also included in this study.
