阿公店水庫(以下簡稱本水庫)位於高雄市燕巢區,自民國42年興建完成迄今已營運50年有餘,為解決本水庫日趨嚴重之淤積、供水及滯洪空間不足等問題,並繼續維持本水庫防洪、灌溉、公共給水等多目標功能,因此本水庫自民國86年起進行各項更新工程(以下簡稱本工程),其中包括「水庫浚渫工程」、「越域引水路工程」、「越域排洪道工程」及「溢洪管改建工程」等。
阿公店水庫更新工程計畫爰依據行政院環保署84年4月25日(84)環署綜字第20083號函核示之「阿公店水庫更新改善計畫環境說明書」審查意見,除於施工期間必須進行環境監測工作之外,營運期間對環境之管理亦必須妥擬執行計畫,據以維護營運期間之週遭環境。施工期間環境監測工作始自民國88年1月起至工程完工95年6月止,其目的為評估施工期間對於環境之影響,作為環境影響追蹤考核工作之基礎,使施工期間對環境影響達最低程度。
民國95年7月起正式邁入營運管理階段,為了解該階段對當地之自然生態與社會環境造成之影響,因此延續前階段對本水庫環境監測工作,以期能對水庫營運期間環境品質能有所掌握,俾利當影響超出環境涵容能力時,能適時採取減輕對策以降低其負面影響,並藉由施工階段及營運階段之持續性監測,建立本地區長期之環境資料庫,並作為環境管理與維護之依據。
本局95年7月至99年4月止將完成營運期間第1階段環境監測作業時,於民國99年3月3日行政院環境保護署「阿公店水庫更新改善計畫環境監測計畫變更內容對照表」專案小組第2次審查會議決議,請本局持續進行原營運階段環境監測計畫,爰繼續辦理本委託案。
英文摘要
The “Agongdian Reservoir Renovation & Improvement Project” has been put into operation and management since July 1st , 2006. For not losing control of the environmental quality, monitoring activities was continued to be executed. When impact has exceeded the loading capacity of environment, the action plan can be taken to reduce the negative influence. By mean of this continue monitoring during construction and operation stage, to establish a long term environmental database as a guidance of environmental management and maintenance.
This project was according to the review comments of 「the Environmental Impact Statement for “Agongdian Reservoir Renovation and Improvement Project” 」 to execute the environmental monitoring activities during operation period. The 1st stage environmental monitoring activity had been completed during July, 2006 to April, 2010. For year 2011 and 2012, in accordance with the conclusion of the 2nd censorship meeting for “Agongdian Reservoir Renovation and Improvement Project - Checking list of Modified Content of Environmental Monitoring Project”, the environmental monitoring activities will be preceded continuously during operation stage.
This annual report assessed the monitoring results of the year 2012 (from January to December). The monitoring items include water quality monitoring for reservoir operation, resource water quality of drinking water monitoring and ecological survey.
Below are the monitoring results in this year that are described briefly.
1. Water quality monitoring for reservoir operation
There are four surface water monitoring stations located at Chi San Creek (Yuemei Bridge), Agongdian Creek (Agongdian Bridge), Agongdian Reservoir (irrigation pipe inlet) and Agongdian Reservoir (inflow of Zhuo-shui Creek). The monitoring data In this year, all other measurements meet the surface water quality standards of terrestrial except the concentration of biological oxygen demand in the 3rd quarter, suspended solids from 1st quarter to 3rd quarter, E. Coli in the 3rd quarter, total phosphorus from 2nd quarter to 3rd quarter and arsenic, lead, cadmium and chromium in the 3rd quarter of Chi San Creek (Yuemei Bridge); the concentration of biological oxygen demand in the 3rd quarter, suspended solids from 2nd quarter to 4th quarter, E. Coli and total phosphorus in 3rd quarter of Agongdian Reservoir(irrigation pipe inlet); the concentration of biological oxygen demand, suspended solids and total phosphorus in 3rd quarter of Agongdian Reservoir (inflow of Zhuo-shui Creek); the concentration of dissolved oxygen from 1st quarter to 2nd quarter and 4th quarter of Agongdian Creek (Agongdian Bridge), all these data did not comply with the surface water quality standard. The concentration of suspended solids in the 3rd quarter, and the chromium from 1st quarter to 2nd quarter and 4th quarter of Agongdian Bridge, that exceed the surface water quality standard.
In this year, Chi San Creek (Yuemei Bridge), Agongdian Reservoir (irrigation pipe inlet) and Agongdian Reservoir (inflow of Zhuo-shui Creek), all are specified of non (slightly) polluted to medium polluted. But Agongdian Creek (Agongdian Bridge) is medium polluted to seriously-polluted. Refer to the RPI from the past several quarter, the percentage of non-polluted proportion is 58% and light-polluted proportion is 8% and medium-polluted proportion is 34% of Yuemei Bridge, that indicated the water quality is good. The non-polluted proportion 46% and light-polluted proportion 27% and medium-polluted proportion 27% of Agongdian Reservoir (inflow of Zhuo-shui Creek). Agongdian Creek (Agongdian Bridge) was medium-polluted to heavy-polluted due to long-time pollution by industrial, livestock, and domestic waste water near Agongdian Bridge.
In accordance with the Water Quality Index (WQI), we proceed the comparison analyze, from 3rd quarter of year 2006 to 4th quarter of year 2012. Refer to water body classification, Yuemei Bridge and Agongdian Reservoir (irrigation pipe inlet) were classified as below average to excellent; Agongdian Reservoir (inflow of Zhuo-shui Creek) were classified between medium and excellent; the Agongdian Bridge were classified as very bad to medium. Compare with RPI value, the water quality of Agongdian Bridge in the Agongdian Creek was polluted water body.
2. Resource water quality of drinking water monitoring
There are two water quality monitoring sites located at Agongdian Reservoir (irrigation pipe inlet) and Agongdian Reservoir (inflow of Zhuo-shui Creek). Review the monitoring results this year, all sampling sites, the measurement are fulfilled resource water quality standard of drinking water except the concentration of turbidity and iron from 1st quarter to 4th quarter, the concentration of chemical oxygen demand, total organic carbon, color and manganese in 3rd quarter of Agongdian Reservoir (irrigation pipe inlet). The concentration of turbidity and iron from 1st quarter to 4th quarter, the concentration of chemical oxygen demand in 2nd quarter, the color, manganese and total organic carbon in 3rd quarter of Agongdian Reservoir (inflow of Zhuo-shui Creek) exceeded the resource water quality of drinking water standard levels.
The reason for turbidity, iron and manganese in reservoir exceed limits, we concluded that Agongdian Reservoir are mostly mudstone geology which tiny particle is difficult to settle down in water. After rainfall, the water body was disturbed, suspended solids increased, the quantities of soluble iron and manganese increased accordingly.
3. Ecological survey
Ecological monitoring items includ two parts, one is terrestrial ecological, the other is aquatic ecological. The analyze results from this and previous years are normal and tend to be stable. These data fluctuate seasonally but have not been decreased obviously from 1996 to 2011, that indicating all sampling sites during reservoir operation, there is no negative impact on the ecology.
