In response to changing climate, the strategies of flood control and drought relief become more important. Countries try to prevent disaster by active strategies, new technologies and international cooperation. Changing climate forces the drought and flood happen frequently, sea level rises, water resources changes, lake shrinks and soil erosion. Countries try to solve the new challenges of water supply, flood control, water resource management, water conservation and river management that caused by changing climate. Although Taiwan and mainland China possess a different natural environment and different socio-economic conditions and development (which lead to differences in their water problems), both sides of the Taiwan Strait have been presented with the same problems (with varying severities) concerning the water environment and water resources, such as droughts, floods, water pollution, and soil erosion. In order to concentrate resources in long-term target and to establish ongoing cooperation mode, this project is to integrate research resources of hydraulic research unit to exchange hydraulic technologies under reciprocal conditions. And to organize cross-strait water management training courses and introduce hydraulic technologies with water resources management, reservoir sediment processing technologies, hydrological disaster prevention and observation techniques. Cooperative agreements and platform-based exchange models have been initiated to encourage new thinking in hydraulic technology, promote reciprocal concepts, advance engineering technologies, and cultivate talents. These initiatives are of important and practical significance to foster sustainable exchange and cooperation in cross-strait hydraulic science and technology.
The progress and results of the project for this year are reported as follows:
1. Gathering the latest data from mainland Chinese scientific reports on selected topics. A total of 35 articles have been collected, summarized, and reviewed, and practical recommendations have been provided for application in Taiwan. The topics of the collected articles covered eight broad categories, including sustainable operation and management technology for reservoirs; water conservation, flood prevention and drought-resistant technology; reservoir flood control and sedimentation reduction; silt clearing and reduction technology; water-resources management; river governance and flood control; reservoir sediment processing technology; and climate change. The contents of the articles were summarized with comprehensive comments and review, followed by comparative analyses.
2. Ongoing development and maintenance of the cross-strait hydraulic technology exchange Web site. Project meetings were held by the implementation team to draft and develop themes, after which the Web site information was updated. The operations of the Web site include news briefings pertaining to the cross-strait hydraulic field, posting upcoming events (e.g., cross-strait conferences or seminars and expedition or tour events), collecting and organizing education and training as well as seminar data, and promoting achievements in relevant working circles.
3. Planning and implementing hydraulic technology exchange programs and events. We have organized two events for Taiwanese personnel to conduct research and exchange on the mainland, namely “the Cross-strait Symposium for Water Conservation, Flood Control, and Drought Resistance Technology and Yangtze River Basin Expedition (originally a cross-strait seminar and expedition in response to climate change, flood control and drought resistance, and disaster reduction)” and “the Fifth International Yellow River Forum and Expedition Tour of Water Resource Engineering Technology and Management.” Experts from the mainland have also come to Taiwan for four events, including “the Study Tour for Cross-strait Reservoir Sedimentation Issues” and “the Cross-strait Symposium for Water Conservation, Disaster Prevention, and Disaster Mitigation Technology.”
4. Cross-strait personnel training and joint curriculum development. Based on the topics “reservoir sediment control and anti-abrasion technology exchange” and “flood control and disaster-mitigation planning and implementation,” five hydraulic experts from various institutions in mainland China, including the Yellow River Conservancy Commission; the Department of Water Hazard Research, China Institute of Water Resources and Hydropower; and the Department of Water Resources, China Institute of Water Resources and Hydropower were invited to Taiwan for 16 h of technical exchange.
5. Planning and implementation of cross-strait cooperation between hydraulic technology institutions for technology research. To combine “technical research” and “practical demands,” the implementation of research follows an organizational form, in which the Water Resources Agency plays a dominant role, and scholars and experts act supplementarily. The Cross-Strait Counseling Panel for Hydraulic Technical Cooperation was formed, which comprises members from the Water Resources Agency of the Ministry of Economic Affairs and representatives from various hydraulic technology research institutions in Taiwan. Thus, a cooperation model for cross-strait hydraulic institutions was based on a government-academy cooperative framework. In the future, government-industry-academy cooperation will be expanded to form a counseling panel consisting of seven to eight experts, each of them responsible for research according to their respective areas of expertise.
