後旦溪為曾文溪上游支流河川水系，面對全球氣候變遷所帶來的極端降雨事件，本計劃除確保防洪安全之機能外，環境營造將建立在生活、生態與休憩的基礎上，近一步瞭解氣候變遷下土地使用、歷史風土、未來計畫與自然環境特質等內涵，在人文發展與生態回復的模式下進行規劃。一方面能讓民眾擁有更高品質生活環境與休憩機會，另一方面讓區域排水道能適當的重獲生機與活力。 計畫執行的另一目的則為趁此機會重新調整河川防洪功能，以因應劇烈降雨事件和塑造嶄新的面容與整體意象，並反應區域的獨特性及其人文、歷史與社會多變的風貌；再則希望以自然歡境的規劃手段，配合水岸土地利用及整體開放空間系統架構，與周邊綠地、廣場與商業空間做適當的結合，為民眾塑造新的自然景觀親水空間。

The Houdan River(後旦溪) is tributaries of the Zengwun River(曾文溪) , are located Nanxi Dist(楠西區)and Yujing Dist(玉井區) of Tainan City, the mainstream of the river length of approximately 8 km. This project in addition to ensuring flood safety function, the Environmental rehabilitation will be built on to create a living, ecological and leisure, based on further understanding of land use, historical customs, and future plans and the natural Environmental rehabilitation.This project is aimed to consider ecology and safety, and Environmental rehabilitation planning strategies such as watershed landscape improvement and water-accessibly recreational area construction. The main conclusion is obtained from the information integrated from the management project of Water Planning Institute, interviews with local residents, and suggestion of local communities and environmental organizations. According to local opinions and professional reviews, the whole environmental planning should pay attention on minimizing project impact on ecological resources. This project includes following contents1. Background information collectionCultural, geographical, hydrological information and flood disaster events are gathered to be incorporated into the whole management planning.2. Analysis of related plans and actsRelated plans and acts are studied and analyzed to serve as the basis of this planning.3. Environmental investigation and analysisSite inspection, investigation of Youche River, Mizhi River, Wanqiu River watershed environment, nearby tenure condition, ecological species and water quality are proceeded for later evaluation.4. Investigation and analysis of opinions from local residentsInterviews, questionnaire surveys and public meetings are held to understand local demands and opinions.5. Environmental construction planningFive drainage sections, two environmental construction plans, planting along drainage systems and bike lanes are designed.6. Management and maintenance strategiesStrategies are proposed for efficiently controlling of the project cost and effectually achieving the engineering.7. Cost-benefits evaluationCost and benefits from the accomplishments of this project are evaluated.
