近幾年來,各國均面臨更頻繁與嚴峻之水患,每每釀成鉅大災害與後續復健之困難,因此過去以工程為主的防洪治水策略面臨前所未有的考驗。而水利工程應是促成人類和自然水環境和諧發展的工程藝術,這些巨災更提醒吾人新的永續水利工程思維與挑戰,應與環境、水資源及替代能源息息相關。本計畫期延續工程會「建立永續公共工程指標系統之研究」架構,就其中水利工程類永續指標評估項目適用性與參考準則進行研究探討,參酌國內外相關案例,編撰符合臺灣永續水利工程特性之參考手冊,使水利工程得以與時俱進,共創眾生和諧共生共榮之永續環境。
英文摘要
There are many related research studies and discussions on the development of sustainable construction. Nonetheless, there is a lack of effective measures for the implementation of sustainable concepts in the construction of hydraulic projects. In order to explore and evaluate the sustainable measures of hydraulic facility construction, and to allow for the review of the sustainability in design, construction, operation and maintenance of a hydraulic project, this research developed a sustainable construction indicator system.
This project is executed in two years. The implementation results in this year are described as follows:
1. Develop a Sustainable Hydraulic Construction Evaluation System
The evaluation system includes three sub-systems. Each of them is used respectively for measuring the sustainability of a hydraulic construction project in its planning and design phase, its construction phase, and its operation and maintenance phase. There are totally 47 evaluation items and 76 evaluation criteria in the 3 subsystems.
Three certification levels are set up in the developed evaluation system, namely very good, good and fair. In any project phase, if a hydraulic project can achieve more than 90% of the evaluation items that are applicable to the project, the project is certified as a ‘very good’ sustainable hydraulic project in the particular phase. If the project can achieve 75-89% of the applicable evaluation items, it is then certified as a ‘good’ sustainable hydraulic project for the phase. Finally, if a project can achieve 60-74% of the applicable evaluation items, it is certified as a ‘fair’ hydraulic project for the phase. The certified level can be determined by the self-evaluation of all agencies and/or by the review of a review team of sustainable hydraulic construction.
2. Conduct symposiums in 14 agencies for discussions of the developed evaluation system of sustainable hydraulic construction
14 symposiums were held in different agency locations scattered around Taiwan. There are totally 317 participants in the symposiums. The evaluation system, including the evaluation method, evaluation items and associated criteria is modified according to comments from the participants of all agencies.
3. Test the evaluation system on the real cases
The revised evaluation system is tested out on 23 real cases. The 23 cases include projects of water resource engineering, river flood control engineering, regional drainage and seawall, and so on. Among them, 9 cases are in the planning design phase, 11 cases in the construction phase, and 3 cases in the operation and maintenance phase. The results of testing and questionnaire analysis show that all system criteria are applicable to actual cases. In addition, the three certification levels can be properly evaluated and determined.
In each of 23 testing cases, self-evaluation of the project is first conducted. It is then double checked by this research team for their coerciveness. Consequently, 8 cases are certified as ‘fair’, 9 cases certified as ‘good’ and 5 cases certified as ‘very good’ sustainable hydraulic projects.
4. Compile a reference manual of the evaluation system
A reference manual of the developed evaluation system is compiled in the project. The reference manual can help the reviewer to evaluate a hydraulic project for its sustainability for different phases. Description and concept explanation for each evaluation items and criteria are provided in the manual. In addition, there is a Q&A section in the manual for most frequently asked questions. With the reference manual, the application of the evaluation system for evaluating the sustainability of a hydraulic construction project can be facilitated.
5. Provide training courses for the instructors of the evaluation system
Training courses to train the instructors of the evaluation system is conducted in the research project. There are totally 16 participants. They will become the basic instructors who will help in teaching others in using the evaluation system for evaluating the sustainability of a hydraulic construction project.
