溫泉法自94年7月1日經行政院頒布施行，規範於法規中的資源保育事項，如溫泉開發許可、溫泉露頭保護、溫泉水總量管制等，亦逐漸引起民眾重視。 近年來由於溫泉事業蓬勃發展，地方政府亦陸續開始就溫泉資源進行局部調查評估及規劃開發，為使溫泉資源永續利用，應確實評估「溫泉事業合理用水量」，其評估標準之建立有其必要。本署曾於民國89-92年辦理「臺灣溫泉水資源之調查及開發利用」計畫，針對行政院當時核定之「溫泉開發管理方案」所列18處溫泉區，推估溫泉潛勢量、年可使用量、目前年耗用量及目前使用率。惟迄今溫泉區數量及現況溫泉使用量迭有更新，實有必要再針對各溫泉區之可開發總量、實際取用量及水權量等進行調查與檢討，並從而建立確切可行之評估標準，俾縣市政府於「資源永續」及「總量管制」之前提下，對溫泉區內合法之溫泉取供及使用事業進行泉量配置衡量，並提供溫泉業者申請合理溫泉用水量之參考依據。

For vigorous development in hot spring industry, the local government continually starts evaluation and research on natural resource for planned development. As for sustainable use, “hot spring industry rational use quantity” is supposed to be precisely evaluated and established. Since the amount of hot spring area and hot spring present use quantity variation year by year, an updated research and review is indispensable. For establishing the appraisal standard of “hot spring industry rational use quantity”, the project carries out the following works: (1) to methodically synthesize the whole Taiwan’s hot spring storage, use hot spring quantity, present use ratio; (2) to re-evaluate Beitou, Taian, Sihchong River, and Chihpen Hot Spring Area’s safe use quantity; (3) to set up the appraisal standard for “hot spring industry rational use quantity” and propose suggestion; (4) to introduce development and management strategies for the entire Taiwan Hot Spring Area; (5) to analyze the value of output in Taiwan’s hot spring Areas; (6) to demonstrate and guide at least 30 entrepreneurs by applying the appraisal standard of “hot spring industry rational use quantity” and further assist them to obtain legal development permit. The project aims at Beitou, Taian, Sihchong River, and Chihpen Hot Spring Area’s use quantity for applicable evaluation. Due to its geothermal energy resources, the thermal energy evaluation is more applicable in Beitou Hot Spring Area. However, the other three evaluation methods, except the thermal energy evaluation, are applicable in both Taian and Sihchong River Hot Spring Area. The thermal energy evaluation, the geological temperature evaluation, and the surface average temperature evaluation are inapplicable to Chipen Hot Spring Area. As for management, “water level management” is suggested to control the amount of use. In point of the whole value of output, including hot spring residence, hot spring hotel, spa industry, and related industry of hot spring development, has reached to 90%. On the part of growing trend, related industry of hot spring development has the highest growth rate:46%. On the other hand, the value of output from hot spring residence and water volume/quality examination is declining. The latter one even drops off to 83%. In addition, according to the statistic numbers of development permit applicants, current legal ones are 181, holding 28% of the total 653 entrepreneurs. The project so far has assisted 53 entrepreneurs, 8 delivered applicants. 15 expected application cases are continually under process, and 9 are on the tracking list for making up application.
