本計畫為辦理花蓮溪環境數值資料產製計畫，以花蓮溪水系為計畫河段範圍。計畫河段以航拍技術製作正射影像、DEM及土地利用現況圖，立測地形圖，資料蒐集則以花蓮溪水系流域範圍為原則，各產製及蒐集處理之數值圖資成果供納入「中央管河川三維網際網路地理資訊系統」應用。以提供後續辦理花蓮溪水系治理規劃設計、流域經營管理及流域環境自然生態保育與環境營造之應用。

Taiwan located on the Circum-Pacific seismic zone in the West Pacific Ocean. The special geographical qualification caused the natural disasters such as earthquake and typhoon invading frequently. Especially, the global climate changed obviously in recent years, the natural disasters rained on Taiwan more often than before. In the case of restraining the land development and decreasing the harm of natural disaster, a relevant project called " construction of the central canal of the river space information system " was beginning in 2005, which was part of National Land Restoration Strategic Program and Action Plan. This plan focused on the development of digital environment database for Hualien River in East Taiwan. The digital data of the Hualien River would be imported to central river three-dimensional(3D) web geographic information system(GIS), established by Water Resource Agency, Ministry of Economic Affairs (2005), for display and relevant application. Furthermore, the productions such as the interpretation of river state and land-use map by aerial photos, the historical digital images and environmental data of Hualien River could supply the useful reference for the following applications like environmental protection, ecological preservation and river remediation. The area of aerial photo included the Hualien River mainstream from Zhongxin Bridge to boundary point and its branches, Chingshuei River, Fonglin River, Wanli River, Ma-tai-an River, Guangfu River, Luo-mo River, Mafo River and Honei River. The regional productions amounted to 5,115 hectares of orthophotos and digital elevation model (DEM), 3,175 hectares of digital topographic maps and 215 pieces of aerial photos. This plan collected the maps of environmental resources, including 7 types of classifications and 29 kinds of images, which would be imported to the central river 3D GIS. In addition to prescribed works, we would supply two additional services to Water Resources Agency, Ministry of Economic Affairs, the river depth survey and 3D interactive GIS. Those advanced techniques would possess the especial characteristics of virtual reality displays in the plan.
