本局轄管海堤包含屏東縣及澎湖縣，海岸線全長分別為136及320公里，近年來轄區海岸夏季沙灘嚴重消失，海岸防護構造物遭受侵蝕，部份海堤已有下陷、變形至有危及公共安全之虞。近年來科技日新月異，利用非破壞性之探測技術，即可在無需地毯式的開挖下，有效而快速的得到結果。例如透地雷達則可藉由入射波經地下電性界面，或異常之反射情形，全盤掌握分析海堤之安全加以評估，並依據經濟部水利署頒布之「海堤管理辦法」及「水利建造物檢查及安全評估辦法」等相關規定，並參酌水利建造物檢查及安全評估技術規範(防水、洩水建造物篇)提出本案。本案計畫藉由專業技術顧問團隊或專業學術團隊，執行全面性檢查，並適時輔以專業透地雷達技術或鑽探分析，辦理屏東縣及澎湖縣海堤水利建造物檢查工作，並提出屏東縣及澎湖縣海堤檢查系統規劃報告，俾利作為未來屏東縣及澎湖縣海堤維護規劃及治理之參考依據。

The coastline of Pingdong County is about 135 km with 45 jetties and the coastline of Penghu County is about 320 km with 50 jetties. These two counties have 95 coast protection facilities in total. Because of the insufficient sand sources, sands at the beach disappears seriously in recent years that results in coast protection structures seriously corroded. Some jetties already have settlement and deformation that may jeopardize public safety. In order to understand the current condition of coast protection structures in Pingdong and Penghu County, The Seventh River Management Office, WRA held “A systematic inspection planning and inspection project of jetties in Pingdong and Penghu County” to perform inspections and safety assessments of coast protection structures as a reference for future maintenance and management plans. The major inspection method of this plan is visual inspection assisted with non-destructive testing methods as geological drilling, ground penetrating radar, settlement analysis, etc. A comprehensive safety assessment and investigation is performed on jetties in both counties to understand their current condition. The scope of visual inspection is coast protection structures of the full coastline. The scope of non-destructive testing includes ground penetrating radar for 10,332m long of the jetties, settlement measurement by direct leveling for 11,189m and geological drilling for 7 holes, etc. The visual inspection results shows 484 locations of the jetties are damaged, 373 locations need to be improved, and 111 locations are planned for improving. In addition, the ground penetrating radar signals show slightly wash empty of the jetty for 202.5m long, and medium wash empty for 4.5m long. These inspection results are used for safety assessment of the jetties every 100m. The results show 30 sections are normal, 77 sections need to be improved, 6 sections are paid attention for improving and none of them need improvement immediately. There are 484 damage locations within the range of the project. Among them, locations paid attention for improving are urgent for repairing. This project also estimates repair budget for 21 jetties in total, including 9 jetties in Pingdong County as Jialia District Jetty, Dapeng Bay Diversion Jetty, Nanping District Jetty, Dajung Jetty, Panzilun Jetty with NT 1,391,673 dollars repair budget and 12 jetties in Penghu County as Huoshaiping Jetty, Chongkuang Jetty, Fenggui Jetty, Tienshian Jetty, etc. with NT 4,412,148 dollars repair budget Keywords: Jetty, Pingdong County, Penghu County, ground penetrating radar, coast protection structure.
