水利署北區水資源局經管國有公用土地位置分布於桃園縣、新竹縣、新竹市、宜蘭縣、新北市等縣市境內，總面積逾1,100公頃，幅員遼濶，其中多為民國47年至53年間即取得，因取得時間久遠，管理不易。為確實掌握現況，以利加強管理，故辦理經管土地清查及被占用調查作業。 計畫辦理經管土地中非屬水庫淹没區水域範圍土地之基本影像判釋資料，並且針對其中約150公頃局管土地進行現況調查，最後挑選約100筆被占用土地進行測繪調查工作。希冀籍由正射影像判釋，再輔以外業現況調查、及被占用現場測量等作業，逐步建立局管土地被占用現況完整資料，並將調查成果匯入GIS管理及查詢系統內；以最具效益之方式，控管被占用情形，俾利後續依規定辦理被占用排除業務，促使國有公用不動產達最有效利用。 本次執行成果包含：完成局管土地影像判釋作業，共計5721筆。經影像判釋後得知，有地上建築物或固定物、農用地、墓地、或具有人工整理跡象之土地者共計1171筆，占總判釋案件20.45%。完成2038筆現地調查作業，總調查面積約159.94公頃。經調查後發現疑似被占用者共計671筆，占調查比例32.92%。針對104筆土地進行現場建築物位置量測作業，並將測量成果繪製成建物平面圖，轉成地理資訊格式圖檔匯入系統。經測量後發現局管土地被建築物占用之面積合計為10137.37平方公尺。除了將上述成果匯入地理資訊系統中，並針對相關功能進行擴充，以便後續利用。

The nation-owned lands which are managed by The Northern Region Water Resources Office of the Water Resources Agency, Ministry of Economic Affairs, are located in Taoyuan County, Hsinchu County, Hsinchu City, Yilan County, and New Taipei City. They cover an area of more than 1100 hectares. Most of them were acquired in between 1958 and 1964. It is very hard to take over because of their vast expanse and the remote past. In order to master the real situation definitely, the Northern Region Water Resources Office outsourced the case in 2011 to investigate the situation of land use and occupancy. The plan of the case was to interpret the land use of the aerial orthophotos outside the submerged areas of the Shihmen Reservoir watersheds, and investigate the situation of land use and occupancy in some of them which are about 150 hectares. Finally, about 100 records were picked up for the measurement of the building. Based on the interpretation of the aerial orthophotos, land use investigation, and the building measure, the complete data of the situation of the occupied nation-owned lands is built step by step. The results of the investigation were also imported into the geographic information management and query system in order to control the occupied situation effectively. The results of the implementation of this project include: the completion of the interpretation of the aerial orthophotos in 5721 nation-owned lands, the completion of the land use investigation in total of 2038 lands, the completion of the measurement of the building in total of 104 lands, and the completion of the function expansion of the Land Management and Query Geographic Information System. After the interpretation, there are 1171 lands in which there are buildings, fixtures, farmlands, graves, or arranged indications. The total area of the investigation is 159.94 hectares. There are 671 lands which are possibly occupied, and the proportion of occupation is 32.92%. After building measurement, the total occupied area by buildings in the nation-owned lands is about 10137.37 square meters. The plane maps of buildings are produced by the results of the measurement, and are transferred into the shape files which are the geographic information format. All results were imported into the GIS system for the follow-up use.
