石門水庫淤泥利用處理規劃及設計成果報告-內附光碟 Planning and Design of Utilization and Treatment of Dredged Sludge from Shimen Reservoir Completion Report

石門水庫共興建有13座大型沉澱池,其容量共約380萬m3,佔地面積約70公頃。自民國74年起,以每年約存滿1至2個沉澱池之抽泥量,由1號往13號沉澱池施作,至民國84年時,此13座沉澱池均已填滿。由於沉澱池採用重力式沉降原理,所需壓密時間甚長,且含水量過高,需尋求更有效率及經濟的方法,加以脫水、清運及再利用。
根據「石門水庫淤泥多元化處置方案評估規劃綜合報告」(中興公司,2008),石門水庫淤泥可採用高效率的脫水設備,達到短時間減少體積目的,則既有13座沉澱池可轉換為多功能之淤泥處理專區,除了設置泥水分離區、淤泥脫水區、泥餅轉運區外,更可將泥餅再利用區(包括園藝、混凝土、燒製廠)設置於專區內,以減少原料運送距離。另外,結合石門水庫周邊遊憩資源,處理專區亦可設置泥餅再利用展示館區、生態園區(包括親水、遊憩、住宿區)及蓄水池區等,充分發揮既有13座沉澱池之地利優勢。
本計畫主要辦理內容包括下列三個子項:
1. 「石門水庫淤泥脫水處理及資源利用詴辦計畫」–擬在既有法規及評估規劃的基礎上,提出具體、可行的「石門水庫淤泥脫水處理及資源利用詴辦計畫」,以確認淤泥脫水示範廠規模及資源化處理作業流程。若上述示範計畫經實施結果評估可行,將作為北區水資源局(以下簡稱北水局)後續辦理「石門水庫淤泥利用處理專區」長期計畫決策參考。
2. 「石門水庫淤泥填置於桃園海岸之實施計畫」–有關淤泥脫水後之應用方面,依據「石門水庫淤泥應用於桃園海岸之方案規劃及實施計畫(1/2)案」(中興公司,2008)之初步規劃成果,本計畫擬針對可行區域進行地形測量、填土工作規劃、國有林地使用申請、淤泥填置細部實施計畫。
3. 「石門水庫淤泥河道自然排渾規劃及設計」–有關原本屬於大漢溪之淤泥再回歸到大漢溪方面,依據「石門水庫後池改善初步規劃」(中興公司,2008)之初步規劃成果,辦理「石門水庫後池引水路新建工程」、「石門水庫下游河道放淤工程」之可行性評估後,北水局就成果評估其可行性後擇一工程,辦理規劃、細設工作。

The Shimen Reservoir (the Reservoir) has 13 large capacity sedimentary pools with the total volume of 3.8 million m3, which occupied a total area of about 70 hectares. Starting from 1985, the sludge in the Reservoir had been steadily pumped to these sedimentary pools numbered from No.1 to No.13 at a rate of filling up 1 to 2 sedimentary pools per year. By 1995, the 13 sedimentary pools were fully saturated with sludge. Due to gravity setting, sludge consolidation in these pools took a long time and water content of the sludge remained high. Thus, it is necessary to look for more efficient methods to dewater, clean, and reuse the sludge.
In accordance with the Comprehensive Report of Assessment and Planning for Multi-treatment of Shimen Reservoir’s Sludge (Sinotech, Engineering Consultants, Ltd., 2008), the sludge volume of the Reservoir could be reduced in a shorter time by using highly efficient dewatering equipment, and the area of the 13 sedimentary pools could be converted into a specialized multi-function sludge treatment area (the Area). Within the Area, besides setting up the water-sediment separation zone, sludge dewatering zone, and sludge-cake transportation zone, the sludge cake re-utilization zone (as materials for horticulture, concrete, and kiln firing facilities) can also be set up to shorten the transportation distances of materials. Moreover, by combining the surrounding recreational resources, an exhibition hall for sludge-cake re-utilization, an ecological park that includes facilities for swimming, water-sporting and accommodation, and a water retention pond could also be established.
Three sub-projects of the Project are described as follows:
1. Pilot Project of Dewatering and Treatment and Reuse of the Sludge of the Shimen Reservoir-based on existing regulations and laws to assess and plan the size of sludge dewatering demonstration plant and treatment procedures of sludge reuse. If the result was feasible, it would be the reference for decision making for the Northern Region Water Resources office to conduct long-term multi-function sludge treatment specialized area project.
2. Utilization of the Shimen Reservoir’s Sludge for Landfill in Taoyuan Coastal Area-regarding the reuse of dewatered sludge, based on the preliminary result of Scheme Planning and Implementation Plan of Applying the Sludge of the Shimen Reservoir to the Coastal Works in Taoyuan (1/2) (Sinotech Engineering Consultants, Ltd., 2008), carried out topographical survey of feasible zones, planning of sludge filling, application of use permit of state-owned forest areas, and detailed implementation plan of sludge filling.
3. Planning and Design of Releasing the Shimen Reservoir’s Sludge Back to the River Channel-based on Shimen Reservoir After Bay Improvement Preliminary Project (Sinotech Engineering Consultants, Ltd., 2008), carried out the feasibility study of Construction of the After Bay’s Diversion Channel of the Shimen Reservoir, and Engineering Works for Releasing Sludge Back to the
Downstream River of the Shimen Reservoir. The Northern Region Water
Resources Office then chose one of the feasible schemes to carry out planning
and detailed design works.
