e河川計畫將配合優質網路政府計畫方向，把河川相關資訊透過e政府服務平台，利用Web Services程式產生器，進行跨機關、跨業務之垂直與水平整合（Integrated），並將河川資料加值應用，建立河川資料倉儲機制，以提供相關機關決策分析支援系統及國土資訊系統整體計畫所需之資訊；以即時（Instant）之方式取得及提供各河川即時資訊，建立一站式服務網站；建立各項河川主題網，達到應用e化資通訊科技技術，提供民眾與網站互動式(Interactive)服務：包括規劃「民眾E管家」通報、iGoogle整合、線上客服系統等互動機制，發展多元管道，並對民眾有興趣的河川主題相關訊息，透過整合政府機關河川資訊，提供個人化（Individualized）服務，可自行經營My e River主題網，並建立河川專家及達人創新(Innovation)服務，民眾透過網站及其他多元管道皆可提出問題及想法，讓專家、達人或其他民眾都能給予回應，擘建未來行動化（M化）、隨手可得（U化）之河川資訊環境。 本計畫係以河川為主軸之入口網，並建立各河川之主題網，與既有各機關之全球資訊網以介紹機關業務之主軸不同。以水利署全球資訊網為例，其網站介紹機關組織、業務內容等，其中包括河川，但內容較為零散，且無法包括非該署之河川上游之林務業務、水土保持業務，河川中下游之河川水質業務，本計畫以河川為主題，因此必需整合各機關之既有系統之相關資訊。

This project is a continuation of the 2009 “Project of e-River website establishment” and the 2010 “Project of e-River theme site extension and maintenance”. During the execution period, our team realized, according to current requirements of the executive agencies, the extension of Southern rivers theme site, Children version, River waterfront theme site, Bicycle scour lines, Sam theme site, e-River database, extension of River ecology theme site, mechanism of social network sharing, marketing with river blogs, backstage authority management and barrier-free web pages as the centerpieces in 2011, to endow the website contents richer and more practical. The websites are promoted by more aggressive methods to all dimensions to provide people with more channels of participation; by propaganda on websites, the promotion of the related affairs becomes smoother. The e-River portal site has been viewed 430 thousand times so far (as of November 15), with over 80% of the people satisfied and very much satisfied in satisfaction survey. This year the “e-River online information service” was further put forward as candidate for the Taiwan Geographic Information Society’s Golden Map Award. Application has been made with the internal “platform of water resources information service” and the external “e-River portal site”, which are jointly referred to as the “e-River online information service” along with the taskforce responsible for the former, from TGIS for the Golden Map Award and the award in the category of “Promotional service” was granted on November 9, 2011. With the execution of the “Ubiquitous Government Network Plan” of the Third stage of e-government project about to come to an end in 2011 December, the Research, Development and Evaluation Commission, Executive Yuan, proposes, by contemplating on the trend of e-government development in advanced countries and responding to the objective and subjective environment changes both domestic and abroad, the continuing project of the “Fourth stage of e-Government plan (2012-2016)”. It is hoped to enhance the government’s administrative efficacy, upgrade the government’s total service quality and provide complete, innovated services that meet people’s needs. One of the key frameworks for the Fourth stage of e-Government plan and of e-River services is the quality upgrading of services to people, with the future development of major tasks oriented in the “mobile e-government service” of the flagship 6. It is recommended that future e-River development is given thought toward mobile e-government service which people need, to provide the online services that are more convenient.
