依據往昔調查資料顯示全國水井總數已逾26萬口，合法水井數僅約1萬3千餘口，佔水井比例不及5﹪。為協助相關直轄市及縣(市)政府辦理違法水井處置工作，本署已完成「違法水井處置策略」(草案)等，另鑑於違法水井對地層下陷防治影響之急迫性，於執行面上修正為，對新增違法水井採「即報即封」，而位處重大計畫(或建設)區(如地層下陷區排水環境改善示範計畫、高鐵沿線3公里範圍內)、嚴重地層下陷地區、井主主動申報封填、配合其他公共建設計畫等之既有違法水井，併予優先處置；另以清查地下水管制區內其餘尚未處置之既有違法水井，依其存在態樣予排序封填。惟後續在違法水井處置之執行面及管理面上，需因應前開執行面之修正，就相關作業流程作必要之檢討與修正及規劃，而政策宣導、人員教育訓練、規劃開發違法水井申報資料系統與建置、及配合修訂取水計量等工作，亦是亟待辦理。爰上，特辦理本計畫工作，俾利協助直轄市及縣(市)政府逐步執行違法水井處置。

This project has assisted the Water Resources Agency (hereinafter WRA) to review and revise the disposal procedures of the illegal drafting wells on consistency and feasibility considerations, and to develop a data base for groundwater resources management, meanwhile has assisted the local governments that have the Groundwater Conservation Area to set up the disposal procedure on illegal drafting wells in proper order. This project also has reviewed and revised the installation regulations of discharge gauges to promote the water rights management more complete. The main accomplishments of this project are listed as following, 1. To review and revise the implementation processes of illegal drafting wells disposal (1) Revised the disposal principle based on the disposal policy promulgated by WRA. According to the disposal principle to revise the disposal procedures of existed illegal drafting wells and new dug drafting wells without government’s permission separately. (2) Revised the relevant forms of investigation, recording, disposal order evaluation for management requirements. (3) Edited the draft version of Q&A manual of illegal drafting wells disposal policy and relevant works. (4) Edited the drafts of required Act or regulation on illegal disposal wells process. 2. Composed the script of enforcement strategy on disposing illegal drafting wells policy, principle and procedure, as well as made the audio and video tapes for propagation. This project has edited the 12 minutes, 3 minutes and 15 seconds versions of illegal drafting wells disposal operations propaganda video tapes, and to dub the film in Mandarin, Taiwanese, Hakka languages separately. 3. Planned and developed the illegal drafting wells disposal information and management system. (1) The system was developed as a Web-Base system on ArcGis Server 9.3 application software, and incorporated with the existed data base or management system of WRA, for example the water right management system, in order to increase the information communication, integration and management efficiency, meanwhile, to keep the security of system by a single check-in certification of users. (2). Finished 3 training course meetings for the undertakers of local governments to be familiar with the on-line functions such as key-in, query, modify, eliminate of well’s information, and the operational procedure to create various forms for management. Base on the user’s feedback opinions to improve the system comprehensively. (3) Developed decision support tools with the design-oriented interface, such as sorting order module for illegal drafting wells, GIS map platform for setting query range, and overlapping of various sets of environment sensitive territories for improving the user-oriented requirements of system management. 4. Assisted to revise the draft of "The installation guidelines of discharge metering devices for water right owners" and related support works of discharge management. (1) Revised and adjusted the water right application procedure, added the inspection mechanism of discharge gauge installation. (2) Suggested and modified the content of Water Act and section 39 for water right implement requirements. (3) Revised the relevant guidelines or reference manuals of water right application that included the devices specification of discharge gauge, installation requirement, recording regulation and duty of applicants.
