目前第1階段實施計畫將於97年6月30日結束,已獲初步成效。第2階段實施計畫預算亦業經立法院審查通過,為週全各項計畫推動,經濟部水利署(以下簡稱本署)擬以委託「專業服務」方式協助計畫推動,以確保計畫進度及品質。
英文摘要
It is assigned to take eight years to execute the Regulation Project of Flood-prone Areas. There are three stages in the project. The project contains works of governance of county and city rivers, regional drainage and enterprise-related sea dykes as well as related water conservancy, municipal drainage, farmland drainage, catchments governance and flood protection. The budget of the Second Stage Practicing Plan is 44.5 billions NTD. It continues the works done in the First Stage to conduct related planning, engineering measures and non-engineering measures, where the engineering measures include governance engineering, dredging and desilting and emergency engineering.
This project is to assist the Water Resources Agent (WRA) to conduct the Second Stage Practicing Plan of the Regulation Project of Flood-prone Areas in editing and writing related plans and reports. During the period of enhancing the project, planning reports of all river system of the Regulation Project of Flood-prone Areas, all previous meeting records of the special committee, the action committee, reviewing work group and assessing work group, etc. and investigation reports of typhoon events occurred in 2008, 2009 and 2010 are collected to understand improvements from the flood-prone conditions and to assess effects of the Regulation Project.
The plans and reports edited and written by this project includes: “The Revision of the Regulation Project of Flood-prone Areas” (Attachment A), “The Execution and Achievement Report till the End of 2008 of the Regulation Project of Flood-prone Areas” (Attachment B), “The Execution and Achievement Report till the End of 2009 of the Regulation Project of Flood-prone Areas” (Attachment C), “The Execution and Achievement Report till the End of 2010 of the Regulation Project of Flood-prone Areas” (Attachment D), “The Second Stage Practicing Plan of the Regulation Project of Flood-prone Areas (Revised Version 1)” (Attachment E), “The Third Stage (2011~2013) Practicing Plan of the Regulation Project of Flood-prone Areas)” (Attachment F), “The Governance Engineering Execution Plan (2009~2010) of the Second Stage Practicing Plan of the Regulation Project of Flood-prone Areas” (Attachment G), “The Overall Execution Plan of the Third Stage Practicing Plan of the Regulation Project of Flood-prone Areas)” (Attachment H) and “The Achievement Assessment Report on the Execution Plan of the First Stage Practicing Plan of the Regulation Project of Flood-prone Areas” (Attachment I). These reports have all been approved to execute or accepted for reference. The reports and the GIS established in this project are valuable references for the next stage enhancement of the Regulation Project of Flood-prone Areas.
The execution of the Second Stage Practicing Plan was slightly delayed due to invasion of typhoons as Kalmaegi, Fung-wong, Sinlaku, and Jangmi in 2008, Morakot and Parma in 2009 and Fanapi and Megi in 2010. Till the end of December 2010, under the Second Stage Practicing Plan, there are 3,354 cases have been approved and contracted out. 2,933 of them have been accomplished. Among them, there are 181 planning cases, and 168 of them have been accomplished. There are 1,796 governance engineering cases, and 1,481 of them have been accomplished. There are 420 dredging and desilting cases, and 416 of them have been accomplished. There are 957 emergency engineering cases, and 868 of them have been accomplished. The budget of the Second Stage Practicing Plan is 44.5 billion NTD. The expenditures amount to 33,235,624,000 NTD. Accounts payable are 2,888,716,000 NTD. The surplus is 980,114,000 NTD. The execution rate is 83.38%。
The Execution Yuan has approved that the expiring date of the Second Stage Practicing Plan will be postponed to the end of June 2011. Related governmental organizations are expediting in order to achieve the goal, solve the problem early and reduce the probable flooding damage in the future. After the Second Stage Practicing Plan is accomplished, together with those done in the First Stage, there will be 382 square kilometer Flood-prone area (190 was done in the First Stage) which include county and city rivers and regional drainage being improved, which exceeds the original target.
