為因應新竹市及苗栗縣海岸防災減災整體性功能之發揮及檢討現有海岸防護設施的成效，擬進行相關調查研究及工程規劃，確定未來該段海岸環境復育具體方向，並事先研擬部份局部重點海岸地區的防護措施與具體改善對策，作為未來改善工程實施的依據。 研究範圍含蓋新竹市及苗栗縣之全部海岸共計長約67公里。

Due to exploration on tidal land, declination both on coast structure and sand transportation by river, most of Hsinchu and Miaoli coast, being under our jurisdiction, is in backoff condition by erosion. Also the residents occasionally face the problem about wind sandstorm. According to the result about measuring water depth and topography along with the coast in these years, some part of the coast, such as HsinchuGangnan and MiaoliQingtianqyuan obviously approved the condition by erosion. For evaluation and planning without complete monitor and survey to get the relative data, such as water depth and topography, sea weather, wave and drifting sand, emptying or backoff coast and land losing will hurt Taiwan coast and even houses or roads, causing damage to life and property. In order to achieve the complete function on damage-proof and damage-reduction for Hsinchu/ Miaoli coast, and then evaluate the effect on coast-protection device nowadays, we not only plan to start some relative research and construction planning, for making sure about the direction with coast recovering in the future, but also in advance develop the strategy and protection device in some main coast areas, so that implementation of engineering in the future will be able to base on this. The survey range covered the coast of Hsinchu and Miaoli which is about 67Km, including 17Km of Hsinchu city, around 50 Km of Miaoli county. Each survey was arranged in Aug.to Sept. of 2010 and then April to May of 2011. Besides of collection, filing and analysis about Hydrology and weather of Hsinchu and Miaoli coast in these years, the main issue was on measuring and analyzing about terrain, survey about wave and drifting sand (including the bottom side), simulating about wave value of the coast. Then after evaluating about coast protection basic level, there will be some initial strategy about coast protection and environment improvement to the main coast section of the planned area.
