全球暖化衍生之氣候變遷，導致平均氣溫與海平面上升，極端降雨事件發生頻繁，民國98年莫拉克颱風挾帶超大豪雨，導致卑南溪山洪暴發、溪水暴漲，滾滾洪流伴隨大量泥沙及漂流木自上游奔瀉而下產生巨大撞擊力，造成多數堤防損毀。爰此，經濟部水利署第八河川局研擬本計畫檢討堤防毀損之可能原因，並提出工程設計改善建議，作為堤防補強或設計時之作業標準，期降低再次受損之風險。
